About this file
This document is a special notice of intent to sole source award from the Department of the Interior Fish and Wildlife Service. The Carterville Fish and Wildlife Conservation Office is establishing a unified invasive carp stock assessment program for the Upper Mississippi and Ohio Rivers, which will include mobile hydroacoustic surveys to estimate the relative abundance, size distribution, spatial distribution, and biomass of the invasive carp population. Hydroacoustic data will be collected using equipment from BioSonics, and analyzed using the Echoview software package, which is the global industry standard for fisheries biologists and the most widely used package for hydroacoustic data processing. Echoview is also currently used by all other USFWS offices in the region and their partners at USGS to ensure continuity and comparability of data. Extensive research found no alternative software that could meet the specific requirements of analyzing the fisheries data for this assessment program.

The Carterville FWCO is moving toward a unified stock assessment program for invasive carp in the Upper Mississippi and Ohio rivers. A key part of this stock assessment program includes mobile hydroacoustic surveys to estimate relative abundance, size distribution, spatial distribution, and biomass of the inasive carp population. Hydroacoustic data will be collected with transducers and echosounders made by BioSonics, and the analysis of collected data will require the use of specialty software. The Echoview software package has been widely adopted as the global industry standard by fisheries biologists, making it the most widely used hydroacoustic data processing software on the market.
An essential part of the USFWS unified assessment program is the continuity and comparability of the data collected among the Fish & Wildlife Conservation Offices (FWCO) and across river basins. Currently, all other USFWS FWCOs in the region, and our partners at USGS that are collecting and analyzing hydroacoustic data, are using the Echoview software package. Additionally, many data processing codes and scripts have already been specifically developed by USFWS fish biologists for analyzing invasive carp data using the Echoview software, making it the most appropriate selection for the Carterville FWCO.
Extensive research was conducted to find other potential sources that would provide a similar hydroacoustic data analysis software. No sources were found that could provide the specific requirements that are necessary for this assessment program.
No other software packages could be found that would meet the needs of this assessment program and analyzing the fisheries data.
