About this file
This single source justification document proposes to sole source award a contract to Sontek for the purchase of Flowtracker2 acoustic doppler velocimeters. The Water Resources Branch of Region 3 DNRCP uses the Flowtracker2 ADV for taking wading measurements of discharge at streams and rivers and has done so for over a decade. With the hiring of three new Hydro Fellows stationed throughout the region, the Branch needs to equip them with Flowtracker2s to conduct hydrological monitoring work as part of their duties. The Flowtracker2 is the only ADV designed for wading measurements that the Branch has used and trained staff on, and continues use to ensure continuity of data collection and proper training of new staff. While other ADVs were found online, they were designed for permanent mounting rather than wading applications. The anticipated cost of the Flowtracker2 is considered fair and reasonable based on the Branch's extensive experience with the equipment over 10+ years. The related federal contract opportunity is a special notice of intent to sole source award issued by the Department of the Interior Fish and Wildlife Service with solicitation number DOIFFBO230114.

| Text3: I searched online and wasn't able to locate any other portable ADVs designed for taking wading measurements in streams and rivers. All other ADVs found were designed to be permanently mounted in the water body. The Flowtracker2 was chosen for scientific data continuity with equipment currently in use. | |

| Text1: The Water Resources Branch (WRB) of Region 3 DNRCP uses the Sontek Flowtracker2 acoustic doppler velocimeter (ADV) for taking wading measurements of discharge at streams and rivers, and has done so for more than a decade. With the hiring of three new Hydro Fellows stationed throughout the region, we need to equip them with Flowtracker2s to do these measurements as part of their hydrological monitoring work. | |
| Text4: The Flowtracker2 is the only acoustic doppler velocimeter for wading measurements that R3 WRB has used since its inception. All WRB staff are trained on the instrument and have the Flowtracker2 software on their computers for processing the data. WRB staff will be training the new hires on how to use the instruments in July with a very short turnaround time. Using the instrument with which WRB staff are most familiar will be the best way to ensure continuity of data and proper training. In addition, the computers assigned to each fellow already have the FT2 software on them for processing the stream flow data that they will be collecting. | |
| Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.) | |
