About this file
This document is a Single Source Justification (Under SAT) for the U.S. Fish and Wildlife Service's Carterville Field Office to purchase two portable, fully self-contained Passive Integrated Transponder (PIT) tag arrays from Biomark, LLC. The justification states that Biomark is the sole manufacturer of this specialized equipment, which seamlessly integrates with the office's existing PIT tag monitoring technology and is required for compatibility with ongoing fish tracking projects. The cost for the Biomark equipment is determined to be fair and reasonable. Based on the justification, the Contracting Officer approves the use of sole source acquisition procedures under FAR Part 13 for this purchase.
The related Federal Contract Opportunity is a Special Notice of Intent to award a sole source contract to Biomark, LLC for the purchase of Biomark PIT Tags and related PIT Array equipment for fish projects, under the authority of FAR 13.106-1(b)(1)(i) and (ii). The North American Industry Classification System (NAICS) code is 334511 and the Product Service Code (PSC) is 7G22. The Special Notice provides an opportunity for any interested parties to submit a statement of capabilities demonstrating the ability to compete this requirement, which would be advantageous to the government.

Text3: Due to the nature of the aquatic detection technology and current equipment being utilized by our office and many other partnering organizations, there are no other companies capable of providing this equipment. Use of other brands of equipment would be incompatible with our existing equipment and it may interfere with equipment already deployed for existing field work. Our existing equipment seamlessly integrates with Biomark technology, enhancing our ability to track fish passage effectively
| Text2: Few companies manufacture PIT tag arrays suitable for aquatic applications, and Biomark is the sole manufacturer of a fully self-contained and submersible PIT tag antenna designed for remote and logistically challenging locations. A comprehensive multi-day internet search of leading companies using passive integrated tags revealed no equivalent product available on the open market that meets the requirements of our project. Biomark has successfully implemented this product in existing projects, aligning perfectly with our specifications and project needs. |
| Text1: The Carterville Fish and Wildlife Conservation Office (FWCO) would like to purchase two 6-foot portable, fully self-contained Passive Integrated Transponder (PIT) tag arrays. These arrays are unique to Biomark, as they are the sole manufacturer of portable PIT tag arrays that integrate the antenna and battery into a single submersible unit. This all-in-one design eliminates the need for an external power source, making it possible to deploy these units in remote and inaccessible areas lacking traditional infrastructure. These arrays will detect and record instances when fish carrying PIT tags pass over them, aiding in our monitoring of fish passage and will allow us to compare data across our own projects as well as combine the data with that being collected by our partners in order to track long term fish movements. This technology, along with the use of Biomark PIT tags, is standard across all projects undertaken by Carterville FWCO and its numerous state and academic partners. Choosing Biomark ensures consistency across partnerships and enables the most cost-effective approach to data collection, evaluation, and dissemination of results |
| Text4: The proprietary nature of the PIT antenna array detection system and associated equipment and the |
importance of compatibility with our existing equipment prevents use of other brands. Additionally, the unique antenna design and specifications required are exclusively provided by Biomark and are not available from other vendors. These products have been available on the market for several years, and there is no known competitor offering a similar products for sale.
| Text6: The cost of this antenna fits within the project's budget and is the only one available on the market capable of meeting the existing logistical and environmental conditions required for this project. Comparable products from other companies are priced similarly to Biomark's equipment, ensuring there is no concern that this product is overpriced in comparison. When comparing costs with similar products from other companies, Biomark's pricing remains competitive. | |

Text5: Biomark and its technology have been integral to biological research and monitoring within the scientific community for many years. Its products serve as the foundation for scientific studies published in peer-reviewed journals. Biomark is a leading provider in this field and currently stands as the sole known source for the necessary specifications.
For our project, we are using Biomark PIT tags and a handheld PIT tag reader, both essential Biomark products. Procuring these items from another supplier would create compatibility issues, unnecessarily increase costs, and risk inconsistency with other completed projects involving Carterville FWCO and its partners. The unique antenna design and specifications required are exclusively provided by Biomark and are not available from other vendors. Additionally, our existing equipment seamlessly integrates with Biomark technology, enhancing our ability to track fish passage effectively.
