About this file

This document is a Sole Source Justification for a federal contract opportunity. It outlines the requirements for Ottawa National Wildlife Refuge to acquire a contractor to supply and retrofit water control gates, pumps, and other components for an invasive species treatment project. The key details are:

The agency requires a contractor to fabricate and install 2-24" Fresno style screw-flap lift gates, aluminum grating, stoplog channels and stoplogs, and a manual lift mechanism for an invasive carp exclusion grating, all within an existing pre-cast concrete box. The contractor must also supply a 1500 GPM pump with automated controls. The project has a critical timeline due to seasonal lake levels and weather constraints. Lakecraft Corporation is identified as the sole source provider due to their technical expertise, location near the project site, and ability to provide required shop drawings and support. No other capable sources were found. The award amount is unknown, but fair and reasonable pricing will be determined prior to award. The contract opportunity ID is 4ccf7c23adb34999a874bde1225925a8, solicitation number 140FC224P0055, awarded on 2024-06-10.

Agency Requirement: Ottawa National Wildlife Refuge needs a contractor to supply and retrofit 2-24” Fresno style screw-flap lift gates with steel backing plates, provide aluminum grating sized and fabricated to fit the top of an existing pre-cast concrete box, retrofit/fabricate stoplog steel channels, provide aluminum stoplogs with specific lengths and widths, and provide a fabricated manual lift mechanism for the invasive carp exclusion grating. The gates, stoplog plat, stoplog channel, stoplogs, and carp exclusion grating and steel channel will need be fabricated to ensure the system will function correctly within the precast concrete box. The contractor will need to manufacture and supply a 1500 GPM pump with automated control panel with a discharge offset elbow to clear the top of the dike. Contractor must be able to provide shop drawing details for review and approval by the refuge prior to fabricating the water control structure components.
Circumstances: Lakecraft Corporation is a local contractor that has the technical expertise to provide shop drawing details with the knowledge and skills to fabricate and retrofit the water control and pump structure components within an existing pre-cast concrete box. The complexity of the Ottawa National Wildlife Refuge water control structure project requires a contractor who can supply the required materials, conduct site visits to measure and assess required fabricated components, and provide detail drawings for Refuge review and approval. Lakecraft is located near the project site and can more cost effectively assist the Refuge with any technical issues during the installation which will be completed by USFWS staff. The acquisition of the items are imperative to start invasive species treatments prior to summer ending. The time window to complete manufacturing and installation of the items is very sensitive due to fluctuating lake levels, unpredictable weather, and affects projects on the Refuge's schedule.

A determination of fair and reasonable pricing will be completed prior to award.

Other Capable Sources: Potential capable sources were reviewed; however, another source was not found due to the complexity, timeline, and significant support that will be needed for this project.
Barriers: Barriers are the complexity of the project due to the need to supply the water control gates, pump, and other water control structure elements and the critical fabrication requirements to ensure the water control components fit and function correct. Ottawa will be performing part of the work, and obtained funding for the treatment of invasive species through the Great Lakes Restoration Initiative which make the timeline sensitive, and cost-effectiveness is a priority due to limited budget.
