About this file
This document contains a single source justification for the acquisition of four Lotek WHS 4350 wireless hydrophone systems from Lotek to be used in monitoring tagged steelhead in the Stanislaus River as part of a multi-year interagency study. The Lodi Fish and Wildlife Office requires the Lotek receivers to supplement existing data collection and ensure data continuity, as previous and future data are being collected using Lotek receivers. Lotek receivers were initially selected for the study due to their exceptionally long battery life of over 150 days, which no other commercially available receivers meet. While another company produces compatible receivers, Lotek is the only option that meets the minimum 150 day battery life requirement and has a proven track record of use in the San Francisco Estuary for over a decade. The total cost for the four Lotek receivers is considered fair and reasonable based on previous pricing.

| Text3: Advanced Telemetry Systems (ATS) is another company that produces wireless acoustic receivers compatible with JSATS. However, ATS receivers have a shorter battery life (100 days) as compared to Lotek (200 days). In addition, ATS receivers used by partner agencies had reported issues with battery life recently, as shared by the Central Valley Enhanced Acoustic Telemetry Project Working Team. | |
| Text2: Market research was conducted on the companies that produce wireless hydrophone systems that are capable of detecting JSATS acoustic tags. Lodi staff researched online via company websites and spoke with representatives. Also, because JSATS acoustic tags are commonly used in the San Francisco Estuary, Lodi staff were able to converse with other professionals who have utilized equipment from the two companies. | |
| Text1: The Lodi Fish and Wildlife Office, 850 S Guild Ave, Suite 105, Lodi, CA 95240 has a requirement for 4 Lotek WHS 4350 wireless hydrophone system JSATS acoustic autonomous receivers. These items will be used in the monitoring of tagged steelhead (O. mykiss) in the Stanislaus River as part of the 6-year Steelhead study. This is a multi-year, interagency study that is continuing to record acoustic telemetry data in the Stanislaus River compatible with the JSATS system. Previous data were and future data will be collected using Lotek WHS 4350 receivers. The Lodi FWO will supplement the data collection effort and utilizing the same receivers will allow for data continuity. Furthermore, Lotek WHS 4350 receivers have a long-term battery life that is field tested and dependable. Staff at the Lodi FWO are familiar with operation of the Lotek WHS 4350 receivers and possess the software/ code to download and filter acoustic data. | |
| Text4: Lotek technology is being used throughout the San Francisco Estuary, particularly in the South Delta. Lotek receivers were initially selected due to exceptionally long tag life and superior service. We require acoustic receivers with battery life >150 days and Lotek receivers are the only commercially available receivers that meet this requirement using the 4-cell lithium D-cell battery with a 200-day lifespan. ATS receivers, which last a maximum of 100 days, have only been lasting 70-80 days based on deployments from partner agencies during the 2022/2023 field year. Further, staff at LFWO have developed methods (e.g., code) to process and analyze raw receiver files to identify false positive detections. Switching to ATS will incur additional costs (time) to develop new methods to process the receiver files. | |
| Text6: The cost for four Lotek telemetry receivers is considered fair and reasonable because Lotek has limited competition and the quoted cost per receiver is comparable with the price of previous receiver purchases. | |

Text5: As an industry leader in producing telemetry equipment, Lotek products have been used for research in over 100 countries across all continents and in every ocean. Further, Lotek's telemetry equipment has been used successfully for over decade to monitor salmonid movements in the San Francisco Estuary.
