About this file

This single source justification document proposes procuring a handheld Laser Induced Breakdown Spectroscopy (LIBS) analyzer on a sole source basis from SciAps. The analyzer must be capable of detecting a wide range of elements from lithium to mercury, have a sampling range of 190 to 900 nm, and include an argon-purge system to clear moisture and oxygen from the sampling area. Only the SciAps Z-903 model meets the requirements of element detection range and argon purge capability needed for the project of analyzing wood and timber products. The Forest Service laboratory has experience using this same SciAps model and has a database of over 30,000 spectra collected using it, making it compatible with ongoing work. The contracting officer certification states that anticipated costs will be considered fair and reasonable based on restricted competition and that sole source acquisition is approved.

1. Description of Need

3. Other Capable Sources

2. Market Research Conducted

Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

4. Barriers to Competition

5. Contractor's Qualifications

6. Determination of Fair and Reasonable Cost

7. Recommendation and Certification by Program Office

Based on the above justification, I recommend this acquisition to be conducted using sole source acquisition procedures. I hereby certify that this justification is accurate and complete to the best of my knowledge and belief.

Text3: An internet search revealed the major vendors of handheld LIBS Analyzers are SciAps, Hitachi-Hightech, Verichek, BWTEK, and Thermo Fisher.

The market research identified only one other company that could provide a LIBS analyzer that had the argon-purge capability, Thermo Fisher Scientifics Niton Apollo LIBS analyzer, but this instrument lacked the capabilities of detecting the large range of elements needed for this project. Two other LIBS manufacturers, StellarNet Inc. and Hitachi High-Tech Analytical Science, did not have the argon-purge capability, and in both cases the range of elements was deficient for our needs.

Text2: This instrument was selected to ensure compatibility with the Forest Service laboratory LIBS spectra database, therefore, market research was not conducted. The specific LIBS instrument was selected because the Forest Service laboratory has used this same instrument to collect over 30,000 spectra of different species of timber.
Text1: This instrument is a tool for the analyses of wood and timber products. The handheld Laser Induced Breakdown Spectroscopy (LIBS) analyzer has 3 internal spectrometers for increasing the emissions and sampling range. The LIBS analyzer must be capable of detecting a large array of elements (including Li, Be, C, Na, Mg, Al, Si, S, K, Ca, Ti, Cr, Mn, Fe, Ni, Cu, Zn, Ba, Pb, H, B, N, O, F, P, S, Cl, K, Se, Br, Rb, Sr, Nb, Mo, Rh, Pd, In, Sn, Sb, Ce, Pt, Au, and Hg) which requires a sampling range of 190-900 nm. The instruments needs an argon-purge system in order to clear moisture and oxygen away from the sampling area to increase precision and accuracy of easurements.
Text4: Of all the LIBS systems considered (see #3 above), only the Thermo Fisher Scientific’s Niton Apollo LIBS analyzer had the argon-purge capability, but this instrument lacked the capabilities of detecting the large range of elements needed for this project.
Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.)

Text5: The manufacturer of the LIBS instrument (SciAps Z-903) is the world leading manufacturer of handheld elemental analytical instruments (https://www.sciaps.com/) because of the accuracy of the measurements and the quality of the instruments.
