About this file

This document is a single source justification for a water delivery contract to the Llano Seco Unit of the Sacramento National Wildlife Refuge Complex. Parrot Investment Company is required to pump water from the Sacramento River between October 1, 2023 and May 31, 2024 and deliver sufficient quantities via canal to flood and maintain approximately 750 acres of wetlands. The justification cites that Parrot Investment Company owns the only water rights and infrastructure capable of providing water to this location, as established under California water law. Prior contracts with Parrot Investment Company over the past five years establish pricing is consistent and fair. The U.S. Fish and Wildlife Service contracting officer certified and approved the single source acquisition with Parrot Investment Company for water delivery to fulfill the needs outlined in the justification.

Contracting Officer

Text3: As noted above there are no alternative water supply or conveyance infrastructure that would allow another contractor to provide water to the Llano Seco Unit.
Text2: Market research was not conducted because the only water available to the Llano Seco Unit comes from appropriative and riparian water rights on the Sacramento River. State water law requires that the water be diverted at a specific location on the river and during a specific time period. Parrot Investment Company owns and operates the pump and canal infrastructure from which the Refuge can legally divert water for the Llano Seco Unit. The multi-million dollar pump and canal system were specifically designed to deliver water to the Llano Seco Unit and surrounding lands. The Refuge lacks alternative water rights and infrastructure that would allow it to receive water from another source.
Text1: Parrot Investment Company is required to pump water from the Sacramento River at the M&T Pumping Plant and deliver the water via a private canal system to managed wetlands on the Llano Seco Unit of the Sacramento National Wildlife Refuge Complex (Refuge) between October 1, 2023 and May 31, 2024. The quantity and flow of water must be sufficient to flood and maintain approximately 750 acres of managed wetlands on the Llano Seco Unit.
Text4: No actions were taken to reduce barriers to competition because it would entail changing California water law and building a multi-million dollar water conveyance facility.

Text6: The only water available to the Llano Seco Unit comes from appropriative and riparian water rights on the Sacramento River. Review of water delivery records for past 5 years is documented in file. Pricing is consistent.

IAW FAR 13.106-3 prices are hereby determined fair and reasonable due to comparison with previous contracts for same service in this location. IAW FAR 9.104-1, the offeror has been determined to be responsible.

Parrot Investment Company continues to provide good and responsive customer service to the Refuge.
