About this file
This document includes a single source justification and notice of intent to award a sole source contract. The U.S. Fish and Wildlife Service intends to award a firm fixed price sole source contract to Innovasea Systems, Inc. for the purchase of acoustic telemetry transmitters. The transmitters will be used to maintain an existing telemetry network in the Great Lakes Acoustic Telescopy Observation System. The transmitters must be compatible with current USFWS and USGS equipment. The North American Industry Classification System code is 334513 and the Product Service Code is 6655. Interested parties may submit capability statements by email no later than the response date of January 4, 2024, however the notice does not constitute a solicitation as competition is deemed not advantageous in this case due to proprietary technology.

| Text3: Innovasea coded transmitters and monitoring receivers are Innovasea owned proprietary technology and coding techniques. These are not based on an open standard. | |
| Text2: The Northeast Fishery Center is involved in a collaborative study with partners from multiple USFWS offices, US Geological Survey, Ontario Ministry of Natural Resources and Forestry, and University of Windsor. Funding for this project was obtained through the Great Lakes Restoration Initiative and Great Lakes Fish and Wildlife Restoration Act. Innovasea is the only manufacturer of telemetry tags that suit the needs of this research – small enough to implant in juvenile bloaters and indicate if predation has occurred. These tags are the only tags on the market that provide data we need for our project and are compatible with existing receivers owned by the USFWS and project collaborators. Also, Innovasea tags are compatible with Innovasea receivers deployed by other researchers throughout the Great Lakes system as part of the Great Lakes Acoustic Telemetry Observation System (GLATOS). This system allows detection of tags should fish depart our immediate study area. These tags are patented under Patent No. US 9,526,228. | |
| Text1: The Northeast Fishery Center is involved in a collaborative research project with the goal of evaluating the post-stocking survival of juvenile bloaters. This evaluation will be best accomplished using small acoustic telemetry tags that signal if an implanted fish is consumed by another predatory fish. The Innovasea receivers being used for this study will only work with tags from Innovasea. They are of a proprietary design. | |
