About this file
This is a Single Source Justification (SSJ) form for the U.S. Fish and Wildlife Service's Kenai Fish and Wildlife Conservation Office, documenting a sole source procurement of radio transmitters from Lotek Wireless, Inc. The procurement involves 400 Lotek Wireless radio transmitters (Model # MCF2-3EM) with a total value of $85,880, specifically chosen because of their unique digitally coded transmitter technology that enables complex code schemes and allows tracking of hundreds of subjects on a single frequency.
The justification details market research conducted through interviews with researchers using telemetry, confirming Lotek Wireless as the best and only viable source for compatible transmitters. The Kenai FWCO has already invested significantly in Lotek receiving equipment, making switching to another manufacturer costly and impractical. The document includes certifications from both the Program/Project Officer (Kenneth Gates) and Contracting Officer (Solmaz Salih) approving the sole source acquisition under the Simplified Acquisition Threshold (SAT) pursuant to FAR guidelines, with digital signatures dated July 2025.

| Text3: None available. Due to our investment of Lotek wireless receivers and the uniqueness of Lotek digitally encoded transmitters, there are no other open protocol transmitters garunteed to be compatible with our receivers and meet study designs. Lotek Wireless receivers are designed to be compatible with Lotek proprietary coded radio-telemetry transmitters. |
| Text2: A market survey was conducted by interviewing researchers from various agencies using telemetry in their studies. The Service is currently using transmitters manufactured by Lotek Wireless Inc. and because Lotek offers discounted pricing we have decided that it is in the best interest of the government to purchase transmitters and receiving equipment from Lotek Wireless Inc. |
| Text1: The items requested by the U.S. Fish and Wildlife Service, Kenai Fish and Wildlife Conservation Office are 400 Lotek Wireless, Inc. Radio transmitters Model # MCFT2-3EM (N=400) (Value: $214.70). The total value is $85,880. |
Lotek Wireless, Inc. transmitters are unique transmitters because they are digitally coded enabling complex code schemes to achieve project objectives and are built in a multitude of sizes and dimensions to attach to specimens. To remain compatible with the equipment our office is currently using we recommend that it is in the best interest of the federal government and the Kenai Fish and Wildlife Conservation Office to continue using transmitters produced by Lotek Wireless in order for our receiving equipment from Lotek Wireless Inc to data log the information. Their equipment and service has been superior to other wireless fish and wildlife telemetry sources. The requesting office, Kenai Fish and Wildlife Conservation Office, currently has an investment greater than $500,000 in receiving equipment manufactured by Lotek Wireless Inc. The requested radio transmitters are not compatible with other manufacturer radio equipment and to switch manufacturers is not prudent and would inflate project costs to the federal government by an unknown amount. We have used their equipment on a variety of fisheries studies over the past 30 years and have determined that radio receivers and transmitters from Lotek Wireless Inc. are of better-quality when compared to others on the market. To remain compatible with the equipment our office is currently using and others throughout Alaska we recommend that it is in the best interest of the federal government and the Kenai Fish and Wildlife Conservation Office to continue using transmitters and receiving equipment from Lotek Wireless Inc.
| Text4: There are no barriers identified to competition. Over the past 30 years US FWS, Kenai Fish and Wildlife Conservation office has utilized equipment and transmitters from multiple manufacturers of Fish and wildlife telemetry equipment. Through our years of conducting telemetry studies we have determined lotek to be the best value for the government, which is why we have invested in their equipment. | |
| Text6: The Kenai FWCO has invested significantly in Lotek receiving equipment and has it currently in use. Switching to another product would not only be inferior it would be costly. The transmitters being requested are what is need to complement existing equipment. Currently there are no other manufactured producing digitally encoded transmitters compatible with our equipment. | |

Text5: One of Lotek’s great biotelemetry innovations has been the introduction of the digitally encoded radio tag. This tag transmits a unique numerical code that differentiates it from all other tags, even those transmitting on the exact same frequency. This technology allows a us to track hundreds of subjects on any one frequency greatly improving our study results and sample sizes.
Another significant advance in radio tracking technology has been the miniaturization of Lotek radio tags. Lotek now offers the widest array of sizes for digitally encoded radio tags that are tiny and light enough to be used on fish as small as 10 centimeters (3.9 inches) long. This represents a significant improvement over the radio tags used in the early days of biotelemetry, which required that the transmitters were almost 10 centimeters themselves.
