About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a purchase under the Simplified Acquisition Threshold (SAT).

The U.S. Fish and Wildlife Service's Great Plains Field Operations Center requires an inflatable raft, trailer, and outboard motor to sample invasive carp as part of a multi-agency partnership in the Missouri River Basin. The total acquisition cost is $49,690.50. The raft will be equipped with electrofishing equipment and a specialized modular anode frame design developed and tested by the Alpena Field Operations Center in 2025 for similar fish sampling purposes. Standardization with equipment used at the Alpena facility justifies the specified purchase. Extensive market research, field-testing of available products, and consultation with other agencies were conducted prior to equipment specification. The justification identifies that multiple inflatable raft manufacturers cannot provide the specialized combination of features required—specifically, the ability to be transported to water by hand while maintaining capacity to carry biologists, a modular anode frame, generator, and additional sampling equipment, combined with extreme abrasion and cut resistance for safe navigation and a non-conductive composite deck for electrofishing operations. The specified products are proprietary, with the modular anode design customized to fit a Wing Inflatables P4.7 raft model; deviations would require complete anode revision and eliminate standardization. The contractor has an extensive history of providing reliable equipment. The justification was certified by Program Officer Michael Smith on August 6, 2026, and approved by Contracting Officer John Skogen on August 14, 2026.

1. Description of Need

3. Other Capable Sources

2. Market Research Conducted

Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

8. Contracting Officer Certification and Approval: Under SAT

Based on the above justification, I hereby certify and approve the use of sole source acquisition procedures under FAR Part 13 for this purchase.

Text3: Market research via the Internet indicates competition is not available among multiple inflatable raft manufacturers. It is essential that the raft be able to be transported to the water by hand, while still maintaining the ability to carry two biologists, a modular anode frame, a generator and additional sampling equipment when deployed. The raft must be extremely abrasion/cut resistant to safely navigate hazards present in the sampling areas, and must include a non-conductive, composite deck for safe electrofishing operations.
Text2: Extensive market research, field-testing of available products, and consultation with other agencies was conducted prior to the recommendation of the equipment specified.
Text1: The USFWS, Great Plains FWCO requires an inflatable raft, trailer and outboard motor to sample invasive carp as a part of a multi-agency partnership in the Missouri River Basin. Shallow water habitats and sandbars require the use of specialized rafts to safely navigate the Missouri River and tributaries. This raft will be equipped with electrofishing equipment and a specialized modular anode frame design developed and tested by the Alpena FWCO in 2025 for similar fish sampling. Purchase of the same equipment will assist in standardization of sampling efforts. Total cost of the raft, motor and trailer is $49,690.50.
Text4: The products specified are proprietary. The modular anode design completed by the Alpena FWCO in 2025 is customized to fit a Wing Inflatables P4.7 raft. Deviation from this raft model would require a complete revision to the anode and eliminate standardization of equipment.
Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.)
