About this file

This document is a single source justification for the acquisition of acoustic receivers and tags from Innovasea to support the White Sturgeon Telemetry Project being conducted by the Lodi Fish and Wildlife Office. The Lodi office requires acoustic receivers and tags from Innovasea to continue tracking and monitoring over 101 white sturgeon that have been tagged since 2012 throughout the San Joaquin River Basin and Central Valley. Innovasea is the sole manufacturer and distributor of the 69 kHz acoustic tags and receivers that are compatible with the tags already implanted in the sturgeon. Using another manufacturer's equipment would limit monitoring of the tagged fish and prevent continuity in the long-term project. The recommended equipment from Innovasea must be delivered by the end of the 2023 fiscal year to support the research.

3. Other Capable Sources

2. Market Research Conducted

Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

Text3: No other entity exists that manufacturers or distributes 69 kHz (V16-4x-A69-9001; Rounded Case) acoustic tags or Acoustic receivers (VR2W) that are compatible currently tagged White Sturgeon(n=101). Innovasea is the sole proprietor of this technology.
Text2: The LFWO has been implanting White Sturgeon with acoustic tags(V16-4x-A69-9001; Rounded Case) and monitoring their migration with an array of acoustic receiver (VR2W) from Innovasea since tagging activities began in 2012. Innovasea is the manufacturer of these acoustic tags(V16-4x-A69-9001; Rounded Case) and acoustic receivers(VR2W) that are used by the LFWO WST Project. No other acoustic tags and acoustic receiversfrom any other manufacturer will be used for the WST Project. Switching to another manufacturer of acoustic tags and acoustic receivers would limit the LFWO from monitoring the 101 White Sturgeon that have already tagged, would be cost prohibitive, and prevent continuity for this WST Project that has been ongoing for more than a decade.
Text1: The Lodi US Fish and Wildlife Service Office(LFWO), 850 South Guild Ave Suite 105 Lodi, CA 95240, has a required need for Acoustic Receivers(VR2W) and Acoustic Tags(V16-4x-A69-9001; Rounded Case). These items will be used to track White Sturgeon in the San Joaquin River Basin. Items need to be delivered to the LFWO White Sturgeon Telemetry(WST) Project prior to the end the the 2023 Fiscal Year.
Text4: Innovasea technology is being used throughout the San Joaquin River Basin and Central Valley as the only option for tagging and tracking sub-adult to adult White Sturgeon for this type of long-term research. These types of acoustic tags, receivers, and batteries are already being utilized by the LFWO WST Project as part of this long term Project. These devices are proprietary and can not be substituted for another equipment while maintaining continuity with the last decade of tagging and monitoring and avoid expense to the USFWS and our collaborators.
Text6: The LFWO, California Department of Fish and Wildlife, and other agencies within the Central Valley of California have been and continue to use these specific receivers, tags, and batteries since acoustic tagging Sturgeon began in 2012. These tags have a life expectancy of 3650 hours based on their our requested transmission rate and program specs and we are still detecting fish that were tagged in 2014 with these tags. We also have receivers that were in 2012 that are still collecting sturgeon migration data today. Given this tagging equipment is proprietary, competition is limited in this field of research.

Text5: Innovasea is continuously using their expertise in science, fish tracking, and engineering to advancing their proprietary equipment to meet the needs for specific sites or project to facilitate the identification and tracking of research animals and laboratory items. Innovasea has a dedicated support team that ensures that their equipment function properly. They have been in business for years and were founded by scientists.
