About this file

This single source justification document proposes a sole source award to acquire 80 acoustic transmitter tags from Vemco for an ongoing multi-agency telemetry study being conducted by the USFWS Great Plains FWCO and other participating agencies in the Missouri River. The study requires standardized telemetry systems across all participants to monitor invasive carp habitat use, survival, and movement in response to ecological conditions. Vemco is identified as the single source because its proprietary telemetry transmitter coding architecture and compatible receivers are already in use for the study. The total anticipated cost of the 80 tags is $29,353.60. The justification cites the contractor's history of providing reliable equipment and argues competition is not available, as no other manufacturer can provide compatible components given the need for consistency across the various study participants and agencies.

Text3: Market research via the Internet indicates competition is not available among multiple Vemco resellers. The telemetry transmitter coding architecture of the specified telemetry systems is proprietary, and no other manufacturer can provide compatible receivers or transmitters. The immediate need for telemetry systems to address ongoing studies already underway prevents the consideration of new systems or technologies not already available on the market.
Text2: Extensive market research, field-testing of available products, and consultation with other agencies was conducted prior to the recommendation of the equipment specified. The telemetry transmitter coding architecture of the specified telemetry systems is proprietary, and no other manufacturer can provide compatible receivers or transmitters. The required tags need to have a specific frequency range, battery life, and non-duplicated identification codes that are readable by the specific required acoustic receiver units.
Text1: The USFWS, Great Plains FWCO requires acoustic transmitting tags an ongoing, multi-agency telemetry study with invasive carp in the Missouri River. Telemetry systems are required to monitor habitat use, survival, and movement of invasive carp in response to ecological conditions. Telemetry systems are standardized across multiple participating agencies using Vemco equipment that includes the requested 80 acoustic transmitters. Total cost for the transmitters required is $29,353.60
Text4: The products specified are proprietary and must be compatible among all study participants. No other manufacturer can provide these items. Other components of studies that use telemetry, not yet implemented will continue to examine existing and emerging technologies in the application of focused investigations. The products required are proprietary and must work in concert with existing equipment.
Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.)
