Text3: We researched other vendors that supply telemetry equipment, but only Lotek produced lightweight, rechargeable, programmable GPS transmitters that upload data to the Argos satellite system.

Microwave Telemetry produces a 2 g solar PTT but at nearly twice the cost of the Lotek tag. We successfully tracked a medium sized shorebird with the Lotek PTT during 2021. Using the same tag to track the same species in 2023, will ensure that we successfully meet our study objectives and can compare data from multiple years.

NanoTags are manufactured to ensure compatibility with the Motus Network's receiving technology.

Text2: Lotek is the only company that currently manufactures GPS Argos tags suitable for medium-sized birds. The PinPoint-Argos 75 tag weighs 4.4 g and is capable of storing up to 100 GPS locations and transmitting these data to orbiting satellites. The devices are fully rechargeable and programmable. I know of no other company that produces a tag that can record locations of birds with GPS accuracy (<10 m) and upload this information to satellites. We and our collaborators have used these tags to successfully track medium sized birds during 2018-2022. The Lotek Sunbird tag is a 2.0 g solar-powered PTT and was successfully used to track Upland Sandpipers during their 20,000 km round trip migration during 2021-2022. To my knowledge, Microwave Telemetry (MT) is the only other manufacturer of a 2.0 g PTT; however, the MT tag is twice the cost of the Lotek tag. Furthermore, the repeated use of the Lotek Sunbird 2.0 PTT on Upland Sandpipers in 2023, will ensure data comparability among years. The Lotek NanoTag is a miniaturized device that is compatible with the Motus Network, a series of receivers placed across North America to track bird movements. Compatibility is necessary to enable detection of birds at local to continental scales.
Text1: Sole source procurement of 52 Lotek PinPoint-Argos 75 tags, 17 Lotek Sunbird tags, and 50 Lotek NanoTags to track the annual movements of migratory shorebirds and landbirds of high conservation concern.
Text4: (Describe the actions taken to overcome barriers to competition for any subsequent acquisitions.)

The market will continue to be monitored and surveyed for future purchases under this project to identify emerging products that may increase competition.

Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.)

The cost per Microwave Telemetry PTT-100 tag is $2,750. Each unit includes a hermetically sealed casing with a double battery to increase lifespan of the tag (and data collection).

The cost per Teleonics IMPTAV-2630 tag is $1,950. Each unit includes a hermetically sealed casing.

The cost for the Microwave PTT-100 is 30% higher than the equivalent Telonics tag. However, the increased reliability and battery lifespan of the PTT-100 offsets the higher cost.
