About this file
This document is a single source justification for the sole source procurement of 13 Microwave Telemetry PTT-100 tags from Microwave Telemetry, Inc. by the U.S. Fish and Wildlife Service. The tags will be used to track the annual movements of Emperor Geese as part of an ongoing project that has already deployed over 50 tags from Microwave Telemetry. Market research found that only Microwave Telemetry produces satellite transmitters that meet the reliability and data consistency requirements for the project. While more expensive, Microwave Telemetry tags are justified due to dependability as the project has experienced zero premature failures with nearly 100 tags deployed over the last four years, compared to a 16% failure rate for equivalent tags from another manufacturer tested in 2018. The contracting officer certification approves use of sole source acquisition procedures under FAR Part 13 and determines the anticipated cost will be considered fair and reasonable based on prior acquisition history and comparison to similar supplies and services.

1. Description of Need
3. Other Capable Sources
2. Market Research Conducted
Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

| Text3: We researched other vendors that supply telemetry equipment, but only Microwave Telemetry, Inc. produced satellite transmitters that meet our reliability and data consistency requirements. | |
| Text2: Currently, only 2 companies produce implantable PTTs – Microwave Telemetry and Telonics. We have experimented with PTTs from both companies over the years and have found that Microwave Telemetry PTTs far outperform those of Telonics. In 2018, we deployed 16 PTTs produced by Telonics in Surf Scoters in Southeast Alaska; of those 18 transmitters, 16 failed within the first 3 months after deployment. In contrast, we have deployed nearly 100 PTTs produced by Microwave Telemetry over the last 4 years and have experienced 0 premature failures. While more expensive than the Telonics units, the dependability of Microwave Telemetry PTTs justifies the added cost, especially when considering that the cost of the transmitters is only a small portion of the total expense (e.g., veterinarian, housing, transport, salary, etc.). Lastly, the 10 PTTs requested herein will contribute to an ongoing project that has already deployed >50 Microwave Telemetry PTTs; thus, our project would benefit from continued use of Microwave Telemetry PTTs to maintain data and methodological consistency. Lastly, the Microwave Telemetry PTT with double battery option has an estimated battery lifespan of 2,500 hrs. The equivalent Telonics PTT (double battery not available) has an estimated battery lifespan of 1,700 hrs. The Microwave Telemetry PTT provides a ~17% longer lifespan, which equates to a substantial increase in tracking duration and data collection compared to the equivalent tag manufactured by Telonics. | |

| Text4: The market will continue to be monitored and surveyed for future purchases under this project to identify emerging products that may increase competition. | |
| Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.) | |
