About this file
This is a Single Source Justification (SSJ) form from the U.S. Fish and Wildlife Service for procuring acoustic tags for Chinook Salmon tracking. The document justifies a sole source acquisition from Vemco (InnovaSea Systems Inc.) for specialized acoustic tags and receivers to monitor adult Chinook Salmon movements after capture and release from the Coleman National Fish Hatchery in Battle Creek. The procurement is valued under the Simplified Acquisition Threshold (SAT) and requires specific acoustic tags with 69 kHz transmission frequency, dimensions less than or equal to 9.0 mm diameter x 27.5 mm length, and unique coding for individual fish tracking.
The justification emphasizes that Vemco's acoustic telemetry system is proprietary, patented, and has no alternate manufacturers or vendors with compatible equipment. The document includes certifications from the Program/Project Officer (Kevin Offill) and Contracting Officer (John Skogen), with digital signatures dated March and April 2025, respectively. The acquisition aims to expand an existing study area, maintain data comparability with prior research, and minimize replacement costs for the existing receiver array.

| Text2: The Vemco system was developed and patented by Vemco and alternate manufacturers and vendors of these products do not exist. | |
| Text1: We intend to tag adult Chinook Salmon with acoustic tags to monitor their movements and survival after capture and release from the Coleman National Fish Hatchery, Battle Creek. The receivers for this study are expensive to purchase new, but are already owned. Only transmitters from Vemco can be utilized with this equipment as the system is proprietary and owned by Vemco. No alternate manufacturers and vendors exist whose equipment is compatible with the Vemco system. | |
| Text4: The Vemco system was developed and patented by Vemco and alternate manufacturers and vendors of these products do not exist. | |
| Text6: The estimated cost of these acoustic tags included in this purchase is the listed catalogue cost for custom-manufactured tags. Vemco acoustic tags are proprietary and patented by Vemco (Innovasea Systems Inc.) and there are no alternate manufacturers that are compatible with the currently owned acoustic signal receivers. | |
