About this file
This document is a single source justification for the acquisition of YSI EXO water quality sondes. The U.S. Fish and Wildlife Service requires water quality probes that can continuously collect data with a long battery life and specific sensors for water quality measurements. The probes must be usable in the conditions of Upper Klamath Lake, including anti-fouling mechanisms. Market research found that Eureka, Sea-Bird, Hach, and In-Situ probes would not meet the project needs. YSI probes are the standard in the industry and provide the necessary quality, support, and services. The justification recommends a sole source award to YSI. The contracting officer certified on August 22, 2023 that competition was restricted and the anticipated costs for YSI probes would be fair and reasonable based on commercial price lists and prior acquisition history. The related federal contract opportunity is a special notice of intent to make a sole source award issued by the Department of the Interior Fish and Wildlife Service.

| Text3: USFWS has not been able to find other sources that can meet the requirements necessary for the conditions experienced in Upper Klamath Lake. Through market research the companies Eureka, Sea-Bird, Hach, and In-Situ were all researched to determine if there were other options for vendors to purchase from. | |
| Text2: USFWS has conducted market research on water quality sondes and has determined that the YSI EXO sondes are the appropriate equipment needed for field sampling. The Eureka water probes must be connected to a telemetry station to monitor continuous water quality, and there will be no telemetry stations associated with this project. While Sea-Bird Scientific makes water quality sondes they are specifically for marine environments and not freshwater, which is required for this project. Hach, a well known water quality equipment company, only manufacturers lab equipment and not field equipment, which makes them unsuitable as a vendor. Lastly, the company In-Situ does not provide anti-fouling mechanisms which are necessary for the conditions experienced within Upper Klamath Lake, Oregon, where the sondes will be deployed. | |
| Text1: U.S. Fish and Wildlife Service (USFWS) is in need of a water quality probe that can continuously collect data, has a long batter life, has specific sensors for water quality data, that is user friendly, is usable with current software, and has IT support. | |
| Text4: USFWS welcomes competition from vendors to provide specific products needed for a project. However, for this project there are no vendors that are suitable to provide equipment necessary for data collection in Upper Klamath Lake other than YSI. | |
| Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.) | |
