About this file

This document is a limited source justification template for the renewal of Encase licenses and maintenance support. The Science and Technology Branch Laboratory Division 9 of the Department of Justice Drug Enforcement Administration requires multiple digital forensic software tools, including Encase licenses, to conduct examinations on digital evidence such as computers and mobile devices for acquisition, verification, data extraction, analysis, and reporting. Only OpenText, the manufacturer of Encase, can provide the proprietary software and tools required to support the agency's early case assessment processes. Market research found multiple vendors able to provide quotes for renewal of the Encase licenses and maintenance support. The justification and documentation will be made available with any solicitation through the Federal Business Opportunities website or GSA e-Buy system if the acquisition exceeds $25,000.
