1. Nature and/or description of the item/service being procured and its intended use:

This purchase request is for 75 tons of Stabilized Solutions Brand StayLok, soil. This soil has proven to outlast other stabilized soil brands, this soil has stood up to the monsoon rains that come through the park, typically monsoon rains have caused damage to other band name stabilized soil. This order will be used to convert a trail class type 3 to a class type 5 trail that will be ADA compliant.

Explain:

Stabilized Solutions Brand StayLok has proven hold up and last longer requiring less time staff must spend performing repairs. Stabilized Solutions, StayLok soil has outperformed other brands with the Staylok’s ease of compaction and long life having proven to hold up to the monsoons rains that the park faces each year. On average staff spend about two days conducting repairs on one area after every incident of heavy rains. These repairs increase program costs for every incident.

Stabilized Solutions Staylok brand stabilized soil is ASTM and AASHTO certified.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:

Other stabilized soils were researched but due to Staylok brand’s continued longevity and ease of install, a brand name request was submitted.

4. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
