About this file

This single source justification document identifies the requirement for one rebuilt Lycoming IO540-L1C5 engine at an estimated cost of $110,000. The engine is needed to fulfill the needs of the Department of the Interior's Office of Aviation Services for use in their Found Bushhawk FBA-2C1/2C2 aircraft. The justification provides that the Lycoming IO540-L1C5 engine is the only FAA-approved option that is compliant with the aircraft's type certificate. Market research found no other suitable alternatives and similar products could not meet the agency's needs. The related federal contract opportunity is for the acquisition of this Lycoming engine with a solicitation number of 140D0423Q1191 and is being conducted by the Department of the Interior Departmental Offices Interior Business Center.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

AUTHORITY: FAR 13.106-1(b)(1)

PR# 0040637674

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 1 in support of the Alaska Regional Office of the Office of Aviation Services (OAS).

2. Description of supplies or services required to meet agency needs.

The government requires 1 x rebuilt, Lycoming IO540-L1C5 Engine, zero total time for utilization for Found Bushhawk FBA-2C1/2C2 aircraft. The estimated cost of this required engine is $110,000.00.

The unit is an:

Model: IO540-L1C5 Part Number: RENPL-RT9800

This engine is factory rebuilt with 0 (zero) total time.

3. Identification of the Brand Name and/or single source to be solicited.

Brand Name: Lycoming Engines 652 Oliver Street Williamsport, PA 17701

Reason for authority cited. Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.

4. Rationale.

The Lycoming IO540-L1C5 is approved by the Federal Aviation Administration (FAA) and able to be installed on Found Bushhawk FBA-2C1/2C2 aircraft per their Type Certificate or appropriately altered condition. A Type Certificate is issued to signify the airworthiness of an aircraft manufactured to design or “type.” The Type

Certificate reflects a determination made by the FAA that the aircraft is manufactured according to an approved design, and that the design ensures compliance with airworthiness requirements. The certificate is issued by the FAA, and once issued the design cannot be changed without a Supplemental Type Certificate (STC). The Lycoming IO540-L1C5 is the only engine that can fulfill the government’s requirement for this fleet aircraft.

5. Market Research.

Internet searches were conducted and Lycoming distributers’ website reviewed for pricing and availability of engines. Past orders/awards for Lycoming Engines were reviewed. Knowledgeable government personnel from the Office of Aviation Services (OAS) were interviewed about this need and the Federal Aviation Administration’s (FAA) requirements as well as pricing and availability of the engines in Anchorage, AK. OAS personnel have the experience and knowledge necessary to understand this requirement and its challenges with getting the supply ordered and delivered.

OAS personnel have ordered many engines of this type and the experience and knowledge necessary to understand this requirement and its challenges. Mandatory sources were reviewed to include GSA Advantage!. GSA does not provide this product. Other mandatory sources do not provide this item.

Based on the efforts described above, market research found this acquisition will be a brand name request IAW FAR 13.106-1(b)1. The Lycoming IO540-L1C5 Engine is the only FAA approved engine that can fill this requirement for the Office of Aviation Services fleet aircraft; however, there are several known authorized distributors of Lycoming engines in the United States. NAICS code 336412 Aircraft Engine and Engine Parts Manufacturing applies to this acquisition.

Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines that this action only covers the engines peculiar to Lycoming as a brand name justification.
