SECTION 2 – Appraisal Requirements & Instructions
Appraisal Standards The appraisal must conform to the following appraisal standards:
• Current version of the Uniform Standards of Professional Appraisal Practice
(USPAP).
Definitions Fair market value - The most probable price, as of a specified date, in cash, or in terms equivalent to cash, or in other precisely revealed terms, for which the specified property rights should sell after reasonable exposure in a competitive market under all condition’s requisite to a fair sale, with the buyer and seller each acting prudently, knowledgeably, and for self-interest, and assuming that neither is under undue duress.1
Date of Value
The date of value is the date of the last property inspection.
Extraordinary Assumptions None. If the appraiser determines that extraordinary assumptions are necessary for the completion of the assignment, the appraiser must contact the AVSO review appraiser for prior written approval. If a subsequent use of an extraordinary assumption is approved, the appraisal must note that it may have affected assignment results.
Hypothetical Conditions There are three authorized Hypothetical Conditions:
1. Fee simple ownership is assumed to be held by a single owner/entity. In appraising tribal or individual owned Native American Land, it is common practice to disregard the influence of ownerships held in trust or restricted status and appraise any parcel as if it were under one ownership in fee simple estate.
2. If the property is improved, assumed that it is vacant and unimproved without consideration of related on and off-site improvements. If property is vacant and unimproved, a hypothetical condition is not necessary.

AVSO Statement of Work Page 5 of 13
3. For the purposes of reasonable analysis, the subject is assumed to be zoned and taxed similar to surrounding properties and similar to the comparable sales data used on the sales comparison approach.
If the appraiser determines that any other hypothetical conditions are necessary for the completion of the assignment, the appraiser must contact the AVSO review appraiser for prior written approval. If a subsequent use of a hypothetical condition is approved, the appraisal must note that it may have affected assignment results.
Jurisdictional Exceptions None. If the appraiser determines that a jurisdictional exception is necessary for the completion of the assignment, the appraiser must contact the AVSO review appraiser for prior written approval.
Legal Instructions
None.
Placement in Report The appraiser must clearly identify all extraordinary assumptions, hypothetical conditions, and jurisdictional exceptions wherever the final value conclusion is stated, including the Letter of Transmittal and the Summary of Salient Facts. These must also be communicated with any general assumptions and limiting conditions.
Property Inspection
The appraiser must inspect all allotments identified in this statement of work and all the properties used in the sales comparison approach. While every effort must be made to inspect all the sales, AVSO will not unreasonably require the appraiser to physically inspect them if it is infeasible because of a very remote location or in situations where the health and safety of the appraiser might be compromised.
Waiver of physical inspection requirements must be discussed with the review appraiser and permission to exclude a physical inspection must be provided in writing.
Permission to enter upon and appraise the property has not been granted at this time. The appraiser should work with the review appraiser and BIA realty staff to arrange inspection of the allotment. It is necessary to notify the AVSO review appraiser in advance of the scheduled property inspection.
Pre-Appraisal Meeting
The appraiser may be required to attend a pre-work meeting with the assigned AVSO review appraiser, the Bureau realty specialist or other bureau representative, and other interested parties. The AVSO review appraiser will coordinate the date and time of the pre- appraisal meeting. At the discretion of the AVSO review appraiser, the pre-appraisal meeting may be conducted telephonically or at the
AVSO Statement of Work Page 6 of 13 subject property in conjunction with the property inspection.
If any significant items of concern are observed during the property inspection, from satellite imagery, or from other materials researched during the appraisal process that were not discussed in the pre-appraisal meeting, the appraiser must contact the AVSO review appraiser before continuing with the appraisal assignment.
Controversies/Issues
None are known. Should the appraiser identify controversies or issues during assignment that were not previously discussed with the AVSO review appraiser, the appraiser must immediately notify the AVSO review appraiser before proceeding with the assignment.
Special Appraisal Instructions:
1. Although communication is encouraged between the Appraiser and the BIA Agency, only the AVSO Review Appraiser in conjunction with AQD Contracting Officer, can modify the appraisal instructions, in writing.
2. The Appraiser may not communicate assignment results to any party other than
AVSO unless authorized to do so, in writing.
3. Any communication (written or verbal) between the Appraiser and the BIA Agency shall include the AVSO Review Appraiser.

8. While the public is not an intended user of the appraisal report, the Freedom of
Information Act (FOIA) and bureau policy may result in the release of all or part of the appraisal report to others.
9. If proprietary information is intended to be included in the appraisal, the appraiser must gain the concurrence from the AVSO review appraiser and deliver the proprietary information in a separate binder.
