About this file

This document is a Justification for Other than Full and Open Competition (JOFOC) for the Bureau of Land Management (BLM) California State Office to purchase annual maintenance services for Catalyst Dispatch Consoles and Catalyst Transportable GO Dispatch Units.

The BLM requires these maintenance services to ensure the safety and effectiveness of its field-going employees, including fire and law enforcement officers, operating within California. The JOFOC states that only Catalyst can provide the required maintenance services, as they will void the existing warranty if any other vendor services or touches the equipment. Transitioning to another vendor would also require the government to replace all existing equipment at substantial cost. The BLM plans to award a firm-fixed-price contract for the base period from 08/01/2024 through 09/30/2024, with four option periods. This procurement will utilize Simplified Acquisition Procedures under FAR 13.106-1(b)(1) and FAR 6.302-1 as there is only one responsible source.
