DHS/FEMA intends to procure data and economic analysis from a brand name specific source, DUN and Bradstreet, for through the Federal Supply Schedule Program under the authority of 41 U.S.C. 152(3), competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
There is urgent and compelling need with the Category 4 Hurricane Dorian approaching the eastern coast of Florida for economic impact analysis. Only one source is capable of providing the business information which is proprietary data of Dun and Bradstreet.
The contractor will measure and track indicators of disruption and stabilization in the economy with its data. In thed analysis, for a defined geographic region (in this case the central portion of the east coast of Florida), the contractor will provide a robust business landscape overview, business activity footprint and a high-level risk assessment as it relates to workforce and economic trends. The baseline includes a report/visual depiction of disruption indicators and industry-specific situational awareness as of a point in time (pre-disruption time snapshot). The various business dimensions may include, but not be limited to, sales, employees, business viability by location (zip code, state, lat/long), industry and tenure.
Additional supporting facts for the acquisition:
After conducting market research of the stated requirement, it was determined that there is but one company that has the requisite technical knowledge to fill this requirement. Dun and Bradstreet is the only provider having access to extensive business information/sources in their data system which could access pertinent business information to include required and accurate DUNs Number, NAIC, Financial, Locality, sourcing OCONUS, and CONUS.
