1. SCOPE AND PURPOSE

The Nevada Bureau of Land Management (BLM), Elko District Office, has a requirement for rental of refrigerated and non-refrigerated semi-truck van trailers. The purpose of this requirement is to establish a Multiple Award, Blanket Purchase Agreement (BPA) for year-round rental of various size trailers to support wildfire rehabilitation projects throughout the state of Nevada.

1.1 The Bureau of Land Management, Elko District Office has a requirement for multiple refrigerated and non-refrigerated semi-truck van trailers to temporarily store and ship multiple varieties of shrub seedlings and seed for wildfire rehabilitation projects. The van trailers will hold seed and seedlings at the Elko District Office and will be moved to project locations by the Elko District BLM. Trailers would be moved as needed between the Elko District Office and locations throughout Elko, Lander, and Eureka Counties in Nevada. The trailers may also be used to pick-up seed from the BLM regional seed warehouses in Boise, Idaho and/or Ely, Nevada. It is approximately 574 miles round-trip to Boise, Idaho and 332 miles round-trip to Ely, Nevada from Elko, Nevada.

1.4 The Contractor must meet the annual DOT inspections for highway use and properly service of equipment with tire wear to prevent flats or blowouts. The tires on the van trailers will be the responsibility of the contractor for the cost to replace tires for normal ware and tare. The contractor will closely coordinate with the BLM Elko District contact for scheduling of maintenance during periods when the BLM is in possession of the trailers. However, every effort should be made by the Contractor to schedule maintenance of the trailers when the BLM doesn’t have the trailers. All maintenance of the trailers will be the responsibility of the contractor, to include the refrigerated unit on reefer van. The contractor will be responsible for all upkeep and costs associated with repair from normal use. The contractor will work closely coordinated with the BLM Elko District contact. Maintenance shall be factored into the price per unit. If at anytime the BLM experiences issues with the refrigeration unit during time of use. (i.e. it quits working or only working intermittently). The contractor will immediately arrange for maintenance of the trailers at the location of where the trailer resides in BLM possession. If the maintenance can’t be completed in a timely manner (within 24 hours) the contractor will arrange a new refer trailer to be delivered to the BLM at no extra cost to the BLM. If seedlings die due to the refrigeration unit not working in the trailers, it will be the responsibility of the Contractor to replace the seedlings at no cost to the Government.
