About this file
This is a Decision to Restrict Competition document submitted by the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) for a sole-source acquisition under the Simplified Acquisition Threshold.
The USDA APHIS National Centers for Animal Health (NCAH) Safety and Security unit seeks to procure two Allentown Inc. Minidox-M chlorine dioxide gas generators at an estimated value of $80,000 each or $160,000 total. The requisition number is 1167782, with the requesting activity located at USDA APHIS VS NVS Warehouse in Kansas City, Missouri, and the contracting activity managed by the Minneapolis Procurement Branch. The generators are essential for decontaminating over 430 HEPA filters annually and maintaining BSL-3, ABSL-3, and ABSL-3 Ag laboratory certifications required for USDA research and diagnostics involving high-consequence agricultural pathogens including Highly Pathogenic Avian Influenza (HPAI), African Swine Fever Virus (ASF), and Brucella species. The equipment also enables whole-room decontamination and decontamination of laboratory equipment before removal or disposal from the NCAH campus.
Allentown LLC (UEI: YJFDAPLFCGK3), located at 165 Route 526, Allentown, New Jersey 08501, is identified as the sole-source contractor. The justification for restricting competition cites Allentown's status as the original equipment manufacturer and only distributor of proprietary software required to safely operate the Minidox-M generator. The Minidox-M is characterized as the only chlorine dioxide gas generator capable of scaling from small pass-through chambers to large animal necropsy spaces. Market research spanning over 16 years confirmed no comparable alternatives exist; competing products are limited to water treatment systems or small-scale food industry applications. NCAH has utilized these generators for over a decade with extensive infrastructure modifications across campus specifically designed to interface with Minidox-M equipment. The justification was certified by Travis McCarthy (Technical/Requirements Personnel) and approved by Contracting Officer Jason Wilking on August 14, 2026.

United States Department of Agriculture Decision to Restrict Competition under the Simplified Acquisition Threshold
Identification Number:
Rev. 3/4/26
In accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) FAR
12.102 (a), the following documents the decision to restrict competition for this acquisition.
(1) Mission Area and Contracting Activity.
Requisition Number: 1167782
Requesting Activity Agency:
USDA APHIS VS NVS Warehouse 3500 East 149th ST, SUITE 300 Kansas City, MO 64147
Contracting Activity:
USDA, APHIS, MRPBS, AAMD
Minneapolis Procurement Branch 250 Marquette Ave., Suite 200 Minneapolis, MN55401
(2) Estimated Value: $80,000/each or $160,000 for both
(3) Brief Description of Supplies or Services
This requirement is for the United States Department of Agriculture, Animal Plant Health and Inspection Service, National Centers for Animal Health, Safety and Security unit (SSU) to purchase 2 Allentown Inc. Minidox-M chlorine dioxide generators. SSU is responsible for providing decontamination services to all three Centers at the NCAH plus the combined support units. The Minidox-M portable chlorine dioxide gas generators supported, serviced, and calibrated by Allentown Inc. allow for the decontamination of over 430 HEPA filters annually to receive their required yearly certifications across NCAH. This is essential for maintenance and verification of BSL-3, ABSL-3, and ABSL-3 Ag laboratory space to complete the USDA’s research and diagnostics missions with high consequence agricultural pathogens including Highly Pathogenic Avian Influenza (HPAI), African Swine Fever Virus (ASF), Brucella species, and others. Chlorine dioxide is also used for whole room decontamination of contaminated spaces following a research project or for emergency response following a spill. Finally, all laboratory equipment must be decontaminated before it is removed from the NCAH campus. Biosafety, through use of Minidox-M machines, is responsible providing chemical gaseous decontamination of all laboratory equipment sent for repair/calibration, excess, or final disposal.
(1) Suggested Source
The suggested contractor is:
Allentown LLC 165 Route 526 Allentown NJ 08501.
UEI: YJFDAPLFCGK3
(4) Justification for Restricting Competition and the Basis for that Decision.
A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.
The NCAH Biosafety Program has developed and constructed bespoke equipment designed to interface with Minidox-M Chlorine Dioxide Gas Generators and facilitate efficient decontamination of NCAH equipment. The Minidox-M is the only Gas Generator on the market with the ability to scale from a small pass-through chamber to a large animal necropsy space which is essential for Governments application. The acquisition of 2 Chlorine Dioxide Gas Generators must be restricted to Allentown Inc. because Allentown Inc (formerly ClorDiSys Solutions Inc) is the original equipment manufacturer of the Minidox-M Portable Chlorine Dioxide Gas Generator and the only distributor of the proprietary software required to safely operate the Minidox-M Chlorine Dioxide Gas Generator.
There are no other sources that can supply this equipment. The NCAH Biosafety Program has been using Minidox-M Chlorine Dioxide Generators for over 10 years with extensive experience in their use and the effectiveness of the decontaminant. Additionally, HEPA caissons, decontamination spaces, pass-through boxes, sewer vaults, etc. have been modified across the NCAH campus to work specifically with Minidox-M machines.
B. Describe market research conducted and the results or the reason why no market research was conducted.
Market research has been conducted to verify that there are no comparable products available on the market. This research includes over 16 years of experience in the field as well as communication with colleagues and extensive searching of online databases. Other products capable of generating chlorine dioxide gas are designed for the treatment of water systems or small-scale decontamination applications including the food industry.
