About this file

This is a Statement of Work for the removal of trees and woody vegetation on 929.0 acres at Glacial Ridge National Wildlife Refuge in Polk County, Minnesota. The U.S. Fish and Wildlife Service seeks contractor services to mechanically cut or chip standing woody vegetation using heavy equipment with rotary mowers or mulching/chipping machines. The project performance period runs from August 25 through December 31, 2026. Standing woody vegetation ranges from 1" diameter at breast height (DBH) or smaller up to an estimated 3" DBH, with potentially some larger DBH shrubs and trees. Material greater than 6" DBH must be cut and piled; all material less than 6" DBH can be mowed or mulched to less than 2" in size and no longer than 1' in length. All stumps must be flush cut to ground level with a maximum height of 4" above ground level.

The contractor must provide all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete the work. Quotes must be submitted on a per-acre unit-price basis, with separate quotes for each project area and a combined quote. Multiple burn piles may be created throughout the project area but must meet specific specifications: no greater than 30 feet wide by 30 feet long by 20 feet high, located completely within the project area, and 500 feet or greater away from any road. The contractor cannot set fire to piles; that responsibility belongs to FWS staff. All equipment must be maintained in good working order and cleaned prior to operation on federal lands. The contractor must comply with all EPA, FAA, OSHA, and other Federal, State, and Local Government statutes and regulations and provide a safety/spill response plan. Payment is based on the actual number of acres satisfactorily completed and accepted by the Government, with payment requests allowed every 30 days following work inspection. The Project Manager is Eric Mark at 701.425.9080 or eric_mark@fws.gov, with Ben Walker available at 218.230.5563 as an additional contact.
