STRUCTURAL FIRE SYSTEM REPAIRS

STRUCTURAL FIRE SYSTEMS INSPECTION, TESTING, AND MAINTENANCE

April 25, 2021

I. PROJECT DESCRIPTION

Under this contract, the contractor will be required to:

A. Perform identified repairs to structural fire sprinkler and alarm systems as identified in the solicitation.

B. Perform code-required annual inspection/testing/maintenance of structural fire protection systems, including alarms and sprinklers. This work will be performed at various locations throughout Death Valley National Park as identified.

II. COVID REQUIREMENTS

A. Technicians will be required to wear N95 respirators and gloves when entering any of the following buildings:

- Housing units that currently have a tenant, whether tenant is present or not

- Office or administrative buildings that are occupied when entered.

B. Prior to traveling to the site, the contractor shall submit for review and approval a

COVID Transmission Risk Mitigation plan. The plan shall include:

- Identification of potential risks to the technician during travel, lodging, dining, etc.

- Mitigation measures that the contractor and technicians will take to reduce the transmission risk.

The contractor shall be required to incorporate the Contracting Officer’s recommendations and comments in the plan prior to approval of the plan.

III. SERVICES REQUIRED

The services required under this contact include:

A. Perform repairs to systems as identified in Attachment 5 and Attachment 11.

B. Perform specific annual inspections/tests of fire alarms and sprinkler systems. See

Attachment 6, Attachment 7, and Attachment 8 for system details.

1. Complete NPS form FA-1A (Attachment 10) for each alarm system inspected/tested, filling in every blank on the form.

2. Complete NPS form AS-1A (Attachment 10) for each wet-pipe sprinkler system inspected/tested, filling in every blank on the form.

3. Complete NPS form AS-2A (Attachment 10) for each dry-pipe sprinkler system inspected/tested, filling in every blank on the form.

4. Complete portions of NPS form RFP-1 (Attachment 10) for each residential sprinkler system inspected. Fill in every blank in the identification section at the top of the form; fill in every blank in the Fire Sprinkler section; and provide written information in the section titled “Deficiency Comments and Recommended Corrective Actions”

C. When non-functional systems are encountered, investigate and provide a report of repairs or improvements that are likely needed in order to make the system operational.

Report shall include a detailed description of the work that is necessary to repair the system and a detailed cost estimate for the work.

D. On occasion, systems will be encountered for which minor repair or adjustment is necessary. Be prepared to make such repair or adjustment provided the necessary parts are available. Any repair work undertaken must be authorized in advance by the Contracting Officer. If deficiency was not corrected while onsite, provide a detail description of the work that is necessary to correct the deficiency and a detailed cost estimate for the work.

E. Document any discrepancy between NPS data provided and conditions found in the field.

F. When a system is past due on periodic (5-year and 10-year) Obstruction Inspection or internal inspection of piping, provide a detailed cost estimate to conduct this inspection and return the sprinkler system to fully operational and ensure no leaks are present.

G. Identify all componentry that is beyond it’s service life and provide a detailed cost estimate to replace.

H. Government Escort: The Government will provide personnel to escort contractor staff into all of the facilities identified for work under this contract.

V. DIRECTION OF CONTRACTOR ACTIVITIES FOR COMPLETION OF WORK

Contracting Officer’s Authority (FAR 1.602-1): The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer may:

(1) direct or negotiate any changes in the Scope of Services or specifications;

(2) modify or extend the period of performance;

(3) change the delivery schedule; or

(4) otherwise change any terms and conditions of this task order.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.

VI. PERSONNEL REQUIREMENTS

Provide a list of key personnel including certifications/qualifications, for approval to the CO in conjunction with the price proposal for this requirement. Key personnel shall not change during the performance of the work of the contract unless written approval is obtained from the contracting officer.

A. Contractor Project Manager - The Contractor Project Manager shall be designated prior to the start of work. The Contractor Project Manager, or a designated representative in his/her absence, shall be available Monday through Friday, excluding Government holidays, to discuss the work with the Contracting Officer or the COR.

B. Fire Alarm/Sprinkler/Backflow Testing/Inspection Personnel – Personnel meeting the requirements of NFPA 72 Paragraph 10.5.3 and applicable California codes, and approved by the NPS Authority Having Jurisdiction. Submit qualifications for approval.

C. Government: The COR for this contract is Dallas Kendrick, phone (760) 786-3261 (office), (760)593 6339 (cell).

VII. PERIOD OF PERFORMANCE

The work shall be initiated no later than September 30, 2021, and be completed within 45 days.

VIII. SCHEDULES

Work shall be performed Monday through Friday, excluding Federal holidays, between the hours of 6 am and 4:30 pm. Additionally, work at occupied residential housing units is restricted to the hours of 9 am to 4:30 pm.

Draft inspection reports shall be submitted for review and comment within 7 days of the completion of inspection at each specific site.

Final inspection reports and cost estimates shall be submitted within 7 days of receipt of comments from NPS.

All final reports shall be submitted no later than 45 days from contract award.
