Statement of Work Design, Fabrication and Installation of Interpretive Exhibits
Exhibit Lobby inside the Tule Lake Visitor Center Tule Lake National Wildlife Refuge
Tulelake, CA
1. GENERAL
A. The U.S. Fish and Wildlife Service, Region 8, Refuges Program, desires to have interpretive exhibits designed, fabricated, and installed at the Tule Lake National Wildlife Refuge (NWR) visitor center building in Tulelake, CA. The exhibits will be installed in a 1608 square-foot exhibit lobby, located inside the visitor center. The new Tule Lake visitor center building is under construction and expected to be completed in July of 2023. The old visitor center building is being replaced due to seismic structural damage. Only one educational display from the old building will be incorporated.
B. Exhibits should include wildlife models, two-dimensional indoor grade phenolic resin panels, and interactive displays for the public which will highlight the regions natural and cultural history, including its wildlife and habitats, and the Fish and Wildlife Service’s mission.
C. All work shall meet local, State and Federal building and accessibility codes.
D. The primary goal of this project is to fully design interpretive exhibits and then, as funding permits, fabricate and install the exhibits.
E. Funding is limited for this project. The FWS reserves the right to award Item 1 under the Project Scope or Item 1 and 2 under the Project Scope.
2. Project Scope ITEM 1: Design Interpretive and Educational Displays for the 1,608 square-foot visitor exhibit lobby, located inside the visitor center.
At a minimum, tasks shall include:
A. Project Start-Up (Site Visit)
• Meet on-site with Refuge staff.
• Review provided preliminary interpretive exhibits plan document.
• Further develop theme, storyline, and target audience.
• Review proposed project space and map, measure and/ or document any relevant information needed to assess the project needs.
• Review refuge photographs collection and archives.
B. Concept Design (First Submittal)
• Provide site plan with exhibit layout
• Provide first draft of text and graphics.
• Locate images from available sources.
• Estimated costs
• Provide project schedule
• Provide review and approval period for FWS
C. Schematic Design (Second Submittal)
• Revise design development package as per FWS comments
• Provide color and materials for exhibits
• Provide schematic graphic layouts
• Provide resource book to include second draft text and graphic listings
• Provide cost estimates
• Provide review and approval period for FWS
D. Pre-Final Design (third submittal)Schematic Design E. Revise design package F. Provide construction details and specifications G. Provide final color, materials, and graphic layout H. Provide review and approval period for FWS
E. Final Design (Forth Submittal)
• Provide final design corrections
• Provide final graphics layout
• Provide cost estimates
• Provide for a review and approval period for FWS.
ITEM 2: Fabrication and Installation.
At a minimum, tasks shall include:
A. Review final design and graphics with FWS.
B. Provide exhibit fabrication costs C. Provide exhibit installation costs D. Provide fabrication and installation schedule E. Installation (FWS inspection of exhibits before installation) F. Install exhibits G. Return all drawings, artwork, and digital files to FWS.
H. Send final production finals to FWS.
I. Note: Fabrication and installation shall include exhibit structures, electrical, mechanical and audiovisual devices, photographs and graphics. Setup, installation and troubleshooting will also be included along with maintenance specifications (cleaning and repair). Contractor shall provide a one year warranty on exhibit components for reasonable circumstances such as faulty or unsatisfactory performance, wear and tear.
SPECIAL NOTICES
A. A pre-bid meeting shall be held on site on (Month day, year and time TBD). Bidders are strongly encouraged to attend the pre-bid meeting to fully understand the scope of the project.
B. Performance Period
1. Design: TBD (120 days)
2. Construction: TBD (120 days)
3. DELIVERABLES
A. Detailed breakdown of fees and costs to accomplish the work in accordance with the Pricing Schedule.
B. Conceptual design, schematic design, and construction documents C. Final exhibit design D. Completed fabrication and construction/installation in accordance with approved construction documents.
E. Submittal of closeout documents F. Deliverable Format and Quantity
1. Interim submittals; one electronic copy in .pdf and (3) ½ size hard copies
2. Final Submittal: 1 full size reproducible copy; 1 electronic copy on .pdf; 3 full size hard copies.
4. INSPECTION AND ACCEPTANCE
A. Submit Design submittals for review and approval B. Complete construction in accordance with approved construction documents C. Construction submittal review by COR D. Submittal of closeout documents
5. GOVERNMENT FURNISHED MATERIALS:
A. Existing Building Design Drawings B. Photos of the existing building.
C. Reasonable amounts of power and water for installation.
