Museum Collections Relocation — JELA
1. PARK INTRODUCTIONS
Jean Lafitte National Historical Park and Preserve – French Quarter Visitor Center Shortly after the French founded New Orleans in 1718, engineers drew up a formal plan for Nouvelle Orleans – the area of the present city of New Orleans that we now call the French Quarter. The city quickly expanded beyond those original boundaries to become an important American port. People arrived from all over the world, joining the early inhabitants of the area to create a distinct culture rich in food, music, and tradition. Jean Lafitte National Historical Park and Preserve’s French Quarter Visitor Center (FQVC) shares with visitors the history and traditions of the city and the lower Mississippi River delta.
Cane River Creole National Historical Park The Cane River region is home to a unique culture, the Creoles – merging the traditions of Native American, French, Spanish, and African cultures in Louisiana. Generations of the same families of owners and workers, enslaved and tenant, lived on these lands for over 200 years. The park tells their stories and preserves the cultural landscapes of Oakland and Magnolia Plantations, two of the most intact cotton plantations in the United States.
CARI established a new Curation Facility in 2021 to accommodate museum collections management functions, including storage, processing, conservation, and exhibit production.
Owned by the City of Natchitoches, the facility operates under a lease agreement with the NPS. Converted from an existing warehouse space, the facility now includes both wet pipe and gaseous fire suppression systems, loading dock and receiving areas, mobile high density file storage, and a walk-in freezer for treatment of objects that have potentially been contaminated by pests or mold.
2. PROJECT OVERVIEW
Jean Lafitte National Historical Park and Preserve seeks contracted professional services to relocate the Park’s museum collection from the Jean Lafitte French Quarter Visitor Center facility (FQVC) located at 419 Decatur Street, New Orleans, Louisiana 70130, to Cane River Creole National Historical Park’s Curation Facility (CRCF) located at 720 Sixth Street, Natchitoches, Louisiana 71457. In addition to loading, transporting, and unloading the collection, the Contractor will be responsible for physically disassembling, transporting, and reassembling some associated storage furnishings. NPS staff anticipates a total of at least three phases of relocation tasks to be involved, pending input of the awardee.
3. CONFIDENTIALITY
The information contained in this Statement of Work and all information provided or incidentally obtained regarding the collections held at JELA and CARI shall be kept in strict confidence.

5. PROJECT SERVICES/TASKS
The purpose of this project is to relocate collections and associated storage furnishings from JELA FQVC in New Orleans to CRCF in Natchitoches. Museum collections to be moved include boxes and wrapped and loose objects. Furnishings to be moved include storage racks and cabinetry. Refer to Attachment B for specifics.
The Contractor shall furnish all labor, materials, equipment, expertise, and supervision to ensure that museum collections and furnishings designated for removal from FQVC and relocation to CRCF are moved safely and without damage.
National Park Service staff have packed all archives and small museum objects in preparation for the move. All objects to be relocated by Contractor staff have been containerized or otherwise packaged and prepared by NPS. Packed boxes must be transported upright, and all boxes must be handled with care to prevent damage to the boxes or their contents. Some boxes may be specially marked as ‘do not stack’ or ‘fragile,’ and special care must be taken in handling, placement, and transport of these boxes. Other large, irregularly shaped objects are packed in archival ethafoam, bubble-wrap, moving blankets, padded papers, and other foam; such wrapped objects must be handled with additional care, and are not to be placed under boxes or stacked. Special marking or wrapping of certain boxes or objects should not be understood as an implication that other items are not to be treated carefully; all boxes are to be understood as containing valuable and irreplaceable materials.
Additional historic objects, specifically five long wooden architectural elements, two cannons in excess of 1,000 pounds each, and a number of inert cannonballs and munitions
JELA Page 5 of 11
(refer to Attachment B) will require additional packing or rigging. Contractor must have the ability to physically load the cannons and ordnance and ensure that the load is secured safely.
The US Army Explosive Ordinance Disposal has certified all munitions at JELA FQVC to be inert. A copy of this certification is included as Attachment D, and it in accordance with NPS policy, this certificate should be attached to the applicable objects during shipping. The cannons are carried on custom rolling carriages; the cannonballs are stored in cavity-formed mounts on a heavy-duty rolling cart; these carriages and cart can be moved with their contents in place. Large and irregularly shaped museum objects may be fragile. Heavy objects must be properly secured in transport vehicles. The contractor shall accept all responsibility for securing such objects so that they are intact throughout the process, and no damage shall come to them, or be caused by their movement.
Work of this project will be divided into three “Tasks,” defined by NPS, each of which will involve approximately one-third of the overall material to be moved. These Tasks are to be separated such that the Task 2 delivery to CRCF occurs no sooner than four weeks (28 days) after Task 1, and the Task 3 delivery to CRCF occurs no sooner than four weeks (28 days) after Task 2. Refer to Attachment B for additional information. During each task, the Contractor will relocate all museum objects and boxes to the freezer located in CRCF Room
112. NPS mobile racks will be rolled into place and arranged per COR direction. Other boxes and loos or non-containerized objects will be arranged within the freezer per COR direction. All museum furnishings are to be relocated to the exterior covered awning area located on the north side of the facility (outside Receiving Area “B”). The COR may direct the Contractor to relocate objects to an alternate location within CF 110 if adequate space in the Freezer is unavailable,
6. DATA PROVIDED BY NPS
Floor plans of applicable portions of FQVC and CRCF buildings are provided in Attachment A.
Tabular listing of items to be moved, divided by Task, is provided as Attachment B.
Representative images of museum collection objects, archives, boxes, and storage furnishings are provided as Attachment C.
7. FACILITY LOGISTICS
Jean Lafitte National Historical Park and Preserve – French Quarter Visitor Center The Jean Lafitte NHPP French Quarter Visitor Center (FQVC), the facility that currently houses the collections to be moved, also contains offices and workspace used by NPS staff, contractors, and researchers. It is located at 419 Decatur Street in New Orleans, Louisiana.
The building is four stories, with no off-street parking or loading dock. One-way access is from Decatur Street. Limited street parking is designated by signage for National Park Service use, which shall be available for use by Contractor. Any additional temporary parking needs are to be coordinated by the Contractor with applicable local authorities.
Access to all of the collections above the first floor is by elevator, reached through the carriageway at the northeast end of the street frontage. Elevator cab dimensions are 51.5 inches deep by 81 inches wide by 88 inches high; clear depth less the rail at the rear is
JELA Page 6 of 11
49.25 inches; its entrance is 42 inches wide by 84 inches high. Vestibule access to the elevator from the carriageway is by a doorway with dimensions of 35 inches width by
83.5 inches height, with a swing-clear width of 33 inches.
o Materials located within Room 1-206A Workroom are accessible from the hallway by a door with dimensions of 35 inch width by 79.5 inch height, and a swing-clear width of 32.5 inches. An additional doorway of 35.5 inch width and 79.5 inch height and a swing-clear width of 34 inches communicates with Room 1-221.
o Materials located within Room 1-221 Storage are accessible by one commercial single doorway, with dimensions of 40.5 inch clear width by 79 inch height.
o Items in spaces on the third and fourth floors are all within rooms with openings 35.5 inches wide by 80 inches height, and swing-clear widths of approximately 33 inches.
In all cases, movement of items from the second through fourth floors is limited by the elevator size and the vestibule door, neither of which will accommodate a standard size pallet.
The carriageway will be closed to public use during move operations. Items and objects may be staged and palletized within the carriageway. The large gate at the Decatur Street end of the carriageway allows 114” clear width when open. Do not block stairway exit doors.
The cannons and associated munitions stored within 4-105 can exit the building directly into the courtyard through a double door with opening of 43 inches clear width and 109 inches height. There is level, open access to the carriageway from the courtyard. The cannons and cannonballs are held on custom rolling carriages, which are included in the move.
Museum objects are located within storage furnishings, including open shelving units and museum cabinets, and atop dollies and rollers on the floor of the facility.
Toilet facilities accessible from the building courtyard may be used by contractor staff.
Cane River Creole National Historical Park – Curation Facility The Cane River Curation Facility (CRCF), located at 720 Sixth Street in Natchitoches, Louisiana, is owned by the City of Natchitoches and leased to the NPS. It currently houses the museum collections of Cane River Creole National Historical Park as well as offices and workspaces for NPS staff.
Primary entrance to the facility is by loading ramp labeled Receiving Area A, with an elevated loading dock at the left/south side of the building. The loading ramp is approximately 14 feet wide by 60 feet long. Overhead doorway from loading area into building is 14 feet wide by 10 feet high.
Alternate entrance to the facility is through the gate on the right/north side of the building. Receiving Area B has an exterior covered awning. Overhead doorway into Room 110 is 14 feet wide by 12 feet high. Man door into Room 110 is 3’-0” wide by 6’- 8” high.
Unless otherwise indicated, all museum objects, boxes, and all other material except for storage furnishings shall be delivered to the freezer within the CRCF via Receiving Area A.
Storage furnishings shall be delivered to the covered awning area at Receiving Area B of the CRCF, and elevated off the ground via pallets and shims.
