About this file

This Statement of Work outlines requirements for purchasing a new wind turbine head for the San Andres National Wildlife Refuge headquarters in Las Cruces, NM. The Department of Interior Fish and Wildlife Service needs to replace the turbine head on an existing 15-year-old wind turbine that stopped generating energy 20 months ago, while retaining the stem and associated system which remain in adequate condition.

The required specifications call for a Skystream 3.7 model with 2.4 kW rated capacity, 205 lbs weight, and 12 ft rotor diameter. Key technical requirements include downwind rotor with stall regulation control, three fiberglass reinforced composite blades, slotless permanent magnet brushless alternator, passive yaw control, and Southwest Windpower inverter for grid feeding at 120/240 VAC 50-60 Hz. The turbine must have a cut-in wind speed of 8 mph, rated wind speed of 29 mph, survival wind speed of 140 mph, wireless 2-way interface remote system, and minimum five-year limited warranty. The product must be purchased within 10 days of award. The image shows an existing wind turbine installation at the refuge location against a cloudy sky with mountains in the background.
