Performance Work Statement
Installation of New Geo-Thermal Heat Pump – Maintenance Shop
Kulm Wetland Management District, Kulm, North Dakota
1.0 Introduction and Overview
Kulm Wetland Management District was established in July 1971. It is located in the Prairie Pothole Region of North America--a grassland landscape formed by glaciers and marked by numerous wetlands called potholes. This area extends from Canada and down through Montana, the Dakotas, Minnesota, and into northern Iowa. This area is sometimes referred to as "the Duck Factory" because over half of the continent's waterfowl are hatched and raised here. It provides the most productive breeding habitat in North America for hundreds of ducks, geese, and other migratory bird species.
The Maintenance Building (Asset# 35600100) completed in 2021 is a 4,000 square foot pre-engineered metal building with a 6-ton geothermal heat pump. This current system is unable to adequately maintain a comfortable temperature during the winter months resulting in the need for the auxiliary electric heat to operate. This project incorporates installation of an additional 10-ton water to water geothermal system to be installed on the mezzanine level of the Maintenance Building and tied into the existing piping in the mechanical room (Re: Drawings).
1.1 Scope of Work
The contractor shall provide and install an additional 10-ton water to water geothermal system to a heat pump. The heat pump shall be installed on the mezzanine and tied into the existing piping in the mechanical room, (12) new geothermal heat exchange loops to the east of the existing wellfield and install insulated piping from the wellfield to the mezzanine will be run outside of the building to an enclosure constructed by the contractor. The enclosure shall be constructed of sheet metal closely matching the color and look of the existing building. The existing geothermal system will have the valves turned off to the in-floor heating but remain operational so that adjustments to the valves can be made as needed to maintain comfort levels in the building. The existing unit will still provide forced air heating and cooling on demand as needed. Contractor shall also replace the non-functioning hydrozone control panel with similar panel.
1. The completed system shall be tested for proper operation upon completion of installation. The new HVAC system shall communicate with all the air handlers, pump, and valves, etc. seamlessly and efficiently, providing staff a comfortable work environment year-round.
2. The contractor shall be licensed in the state of South Dakota. All work and testing shall be in accordance with the International Building Code (IBC 2021), International Mechanical Code (IMC 2021), and International Energy Conservation Code (IECC 2018). Duct work shall be performed in accordance with NFPA90B. Electrical work shall be in accordance with NFPA National Electrical Code 2017. The contractor shall inspect buildings, perform, and submit load calculations (ACCA Manual N) and confirm that the specified system will be efficient and provide adequate capacity.
3. The contractor shall maintain and protect existing facilities from damage during all work.
· Protect building structure and interior from weather and water leakage and damage.
· Locate, identify, shutoff or disconnect utility services prior as needed.
· Notify the facility manager in advance of power and/or water disconnections
4. The contractor shall inspect buildings, perform, and submit load calculations (ACCA manual N) and confirm that the specified system will be efficient and provide adequate capacity
5. All system components shall be from the same manufacturer, including controls.
