Death Valley National Park
Scope of Work for
Replacement of Flooring in CC48 Resources Management and CC355 Hydrology Buildings
PMIS Project # 314467
I. GENERAL
A. Description of Work Furnish all labor, materials, tools, equipment, and services necessary for and reasonably incidental to complete the replacement of approximately 2146 sqft of flooring in CC48 Resources Management and approximately 665 sqft of flooring in CC355 Hydrology Buildings located in Death Valley National Park.
B. Project Justification The purpose of this project is to replace aging, deteriorated carpet in CC48 Resources Management and CC355 Hydrology buildings with resilient, vinyl plank flooring. Additionally, this project will provide employees with a safe and healthy work environment by correcting unsafe and unsanitary working conditions present in the CC48 Resources Management building.
Currently, CC48 is an unsafe work area due to an ongoing rodent infestation and Park staff's inability to effectively clean the building due to the dilapidated carpet. Carpet reduces the visibility of rodent feces and can also trap rodent feces and urine in its fibers.
Rodents in Death Valley are known to carry hantavirus. Hantavirus is transmitted when the urine, feces, or saliva of an infected rodent is aerosolized by actions such as sweeping, vacuuming, crushing, stirring, or fanning. Hantavirus may cause hantavirus pulmonary syndrome, a flu-like disease with a delayed onset and 38% mortality rate (CDC, 2021). There is an urgent need to replace the CC48 carpeting with resilient, vinyl plank flooring to address the rodent issue and thoroughly disinfect floors.
II. LUXURY VINYL PLANK (LVP) FLOORING
A. General
1. Section Includes A. Luxury vinyl plank flooring.
2. Action Submittals A. Product Data: For each type of product.

B. Samples for Initial Selection: In manufacturer's standard size, of color and pattern of luxury vinyl plank flooring required.
3. Informational Submittals A. Qualification Data: For Installer.
4. Closeout Submittals A. Maintenance Data: To include in maintenance manuals.
5. Quality Assurance A. Installer Qualifications: A qualified installer who employs workers for this Project who are competent in techniques required by manufacturer for flooring installation.
B. Comply with Architectural Barriers Act Accessibility Standards (ABAAS) and DSC Accessibility Requirements.
6. Delivery, Storage, and Handling A. Store flooring and installation materials in dry spaces protected from the weather, with ambient temperatures maintained within range recommended by manufacturer, but not less than 65 deg F (18 deg C) or more than 90 deg F (32 deg C).
B. Acclimate flooring by allowing it to adjust in the work area in constant temperatures between 70 deg F and 90 deg F for at least 48 hours prior to and during installation.
7. Field Conditions A. Maintain ambient temperatures within range recommended by manufacturer, but not less than 70 deg F (21 deg C) or more than 90 deg F (35 deg C) in spaces to receive flooring during installation.
B. After installation and until Substantial Completion, maintain ambient temperatures within range recommended by manufacturer, but not less than 55 deg F (13 deg C) or more than 95 deg F (35 deg C).
C. Close spaces to traffic during flooring installation.
B. Products
1. Performance Requirements A. Fire-Test-Response Characteristics: For luxury vinyl plank flooring, as determined by testing identical products according to ASTM E 648 or NFPA 253 by a qualified testing agency.
A. Critical Radiant Flux Classification: Class I, not less than 0.45 W/sq. cm.
B. FloorScore Compliance: Flooring shall comply with requirements of FloorScore certification.

2. Luxury Vinyl Plank Flooring A. Basis-of-Design Product: Subject to compliance with requirements, provide Mannington
Commercial City Park Collection or functionally equivalent woodgrain luxury vinyl plank product.
1. Install Type: Floating / Locking
2. Wear Layer Thickness: At least 20 mil.
3. Sound Abatement Pad: Integral or provide manufacturer recommended underlayment.
B. Provide colors as listed below.
1. Color to be selected by C.O. from manufacturer's full range of standard colors.
3. Installation Materials A. Trowelable Leveling and Patching Compounds: Latex-modified, portland cement based or blended hydraulic-cement-based formulation provided or approved by luxury vinyl plank flooring manufacturer for applications indicated.
C. Execution Due to the extreme heat in Death Valley National Park, and due to the unavailability of climate controlled storage, the Contractor shall proceed with work on an “area-by-area” basis, in which Park employees will move items from one area of the building to another area of the same building, the Contractor shall execute the work described in this section, in that area, then Park employees will move items back into that area, and work shall continue on to the next room, in sequence, until work is completed in all areas in both buildings. This will allow for storage within the buildings during the project.
1. Protection A. Temporary Protection of Historic Materials During Construction
1. Protect existing materials during installation of temporary protections and construction. Do not deface or remove existing materials.
2. Attachments of temporary protection to existing construction shall be approved by Contracting Officer prior to installation.
3. Provide barriers to protect historic elements such as adobe columns and walls, doors, jambs and wall corners.
2. Work Area Preparation A. Within the Construction Schedule, Contractor shall allow for at least one (1) business day
(Monday – Friday) between ending work in one area and beginning work in another area, during which time, Park staff will move all items within the targeted area to other rooms within the building.

3. Removal of Existing Carpet Flooring A. The Contractor shall remove existing carpet materials (carpet, any padding, tack strips, etc.) within the work area. The contractor shall dispose of all removed materials in a permitted landfill outside the Park. Removal shall be done using hand tools as much as possible to prevent damage to historic structures.
4. Examination A. Examine substrates, with Installer present, for compliance with requirements for maximum moisture content and other conditions affecting performance of the Work.
1. Verify that finishes of substrates comply with tolerances and other requirements specified in other Sections and that substrates are free of cracks, ridges, depressions, scale, and foreign deposits that might interfere with installation of flooring.
B. Proceed with installation only after unsatisfactory conditions have been corrected.
5. Preparation A. Prepare substrates according to luxury vinyl plank flooring manufacturer's written instructions.
B. Fill cracks, holes, and depressions in substrates with trowelable leveling and patching compound; remove bumps and ridges to produce a uniform and smooth substrate. With flatness requirements according to luxury vinyl plank flooring manufacturer's written instructions.
C. Do not install flooring until it is the same temperature as space where it is to be installed.
1. At least 72 hours in advance of installation, move flooring and installation materials into building where they will be installed.
D. Immediately before installation, sweep and vacuum clean substrates to be covered by flooring.
6. Installation, General B. Comply with manufacturer's written instructions for installing flooring. Cut flooring to butt neatly to vertical surfaces, permanent fixtures, and built-in furniture including wall base, pipes, outlets, and thresholds. Allow appropriate expansion space between luxury vinyl plank flooring and vertical surfaces, according to manufacturer's written instructions.
B. Extend flooring into toe spaces, door reveals, and similar openings.
C. Gaps between the new flooring and the existing baseboards shall be covered with Park approved trim pieces.
D. Any flooring transitions, including at doorways into and within the building shall be covered with Park approved threshold strips.

E. After consulting with the Park representative to ensure compliance with historic building concerns, the Contractor shall appropriately trim doors to accommodate any additional height of the new flooring.
7. Cleaning And Protection A. Comply with manufacturer's written instructions for cleaning and protecting luxury vinyl plank flooring.
B. Perform the following operations immediately after completing luxury vinyl plank flooring installation:
1. Sweep and vacuum surfaces thoroughly.
2. Damp-mop surfaces to remove marks and soil.
3. Do not use strong solvents. Consult Manufacturer's recommendations for cleaning products.
C. Protect luxury vinyl plank flooring from mars, marks, indentations, and other damage from construction operations and placement of equipment and fixtures during remainder of construction period.
