About this file

This document is a justification for other than full and open competition under a federal contract. The Washington Headquarters Services seeks to award a sole source contract to Baltimore Fire Protection and Equipment (BFPE) International for a fire alarm system upgrade at a sensitive government facility. BFPE designed, installed, and maintains the current proprietary fire alarm system and holds the necessary security clearance to access the site. As the local premier distributor of Notifier equipment and only factory certified technician for the system, BFPE is the only company qualified to replace computer workstations, control panels and modify system graphics. The estimated one-year contract value is between $TBD, running from July 21, 2023 to July 20, 2024. The contracting officer will determine price fairness by comparing the independent government cost estimate to BFPE's proposal.
