Statement of Work Fire Alarm/Sprinkler System Maintenance and Repair Lowell National Historical Park Lowell, MA

Section 1.0 Background

Lowell National Historical Park was designated in 1978. The park was given a unique mandate which called for the park to not only preserve and interpret the resources representing Lowell’s role in the 19th century American industrial revolution but also to serve as a catalyst in revitalizing the city’s physical, economic, and cultural landscape.

The fire protection systems and detection systems within the Park vary in complexity depending on the nature and size of the building. Simple sprinkler and pre action protection systems exist in some buildings with just a few zones while other buildings have larger systems, multiple zones, pumps, and controller panels. Alarm signals are sent to both the local fire department via a wireless master box as well as a local contracted monitoring service. Inspections and testing is to include the mechanical parts of the system as well as controller panels, signaling devices and detection devices. The Scope of Work does not include halon systems. Inspection of backflow prevention systems is not included in the Scope of Work.

Purpose of Contract:

To provide a complete annual inspection according to the requirements of NFPA-13, NFPA 15, NFPA-25 and NFPA-20 of all fire suppression systems and NFPA-72 and NFPA-70 fire detection systems within the park to ensure that such systems are fully operational, including back-up systems, in protecting the parks cultural resources.

The above sites are occupied by staff and the public during daytime hours. See Section 7.0 Place of Performance for specific list of buildings, addresses and assets to be serviced.

SECTION 2.0 Scope

2.1 Contractor shall provide all testing and maintenance services necessary to ensure complete operation of all fire suppression systems and fire detection systems within the park in full compliance withNFPA-13,NFPA-15, NFPA-20, NFPA-25, NFPA-70, and NFPA-72. The contractor shall furnish all labor, transportation, materials, supplies and supervision for the maintenance and repair of five (5) fire and sprinkler alarm systems at Lowell National Historical Park, Lowell MA.

Contractor shall be licensed as a Master of Systems Contractor Company to work on fire alarm systems by the Commonwealth of Massachusetts. Fire Alarm Technicians performing contract work shall meet the service personnel qualification requirements in NFPA 72 and hold at least a NICET Level 2 (Associate Engineering Technician) in Fire Protection Engineering Technology, Fire Alarm Systems, or be registered, licensed, or certified by the state or municipal authority. Additionally, the Technician must have experience in the past five years in fire alarm system testing, repair, maintenance, installation, and related activities of buildings and equipment comparable to the buildings and equipment covered by this contract. Fire Alarm Technicians accessing the fire alarm control panel of systems shall be factory trained and currently certified for the operating system, including software version, of the particular fire alarm system, and shall provide documentation of this certification to the Contracting Officer. The Contractor shall provide to the Contracting Officer documentation of the certificates of training, licensing, and any required permits for all new employees not later than (7) days prior to that person beginning work under the terms of this contract.

Section 3.0 Tasks

3.1 General Tasks:

1. Overall - Contractor shall provide scheduled services Annual Inspection and Testing, unscheduled Service Calls and Repairs to the systems.

2. The contractor shall provide 24 hour, seven-day-a-week service by trained and Massachusetts licensed technicians to all properties pertaining to this contract.

3. A technician shall physically respond to a service call within four hours of initial call by NPS Telecommunications Operations Center (TOC) or the NPS representative (C.O.R.) All work relative to a service call shall be complete within 48 hours of initial call.

4. Contractors shall provide a written Inspection and Testing Report that includes all the information required by NFPA 72 within 14 days after completing the inspection and testing. The report shall also include any deficiencies to equipment noted during the testing. This report shall be submitted to the Contracting Officer and Contracting Officers Representative.

5. Contractor's central office shall be reachable by phone at all times.

6. Throughout the period of the period of performance, the contractor shall provide proof of and shall be required to maintain insurance in accordance with the liability insurance clause.

7. Devices that cannot be calibrated, tested, or serviced in accordance with the Manufacturer’s recommendations shall be reported as a deficiency.

8. Before proceeding with any testing, the Contractor shall coordinate with the Contracting Officer’s Representative for each building inspected.

9. Any damage to the fire alarm or associated equipment (e. g. fans, elevators, generators, pumps) caused by the Contractor shall be repaired by the Contractor at no additional cost to the Government.

3.2 Details of Inspections and Testing Annually: Line Items:

The following types of inspections are to be performed at the site locations:

10. Main Valve Test: Take and record the static pressure reading before opening the valve. Perform a main valve drain flow test and record the residual pressure. Note and record the condition of the discharge water during the main drain test. All alarms are to be tested and verify for proper operation, including water motor gong, local electric water flow and low water alarms, supervisory alarms to fire panels, central dispatch, and municipal fire alarm station. All control / shut off valves are to be cleaned and lubricated annually to insure they are fully operational and in the proper closed or open positions.

11. Test and inspect all smoke and heat detectors, visual warning strobes, horns, and manual pull stations. Confirm back-up systems work and replace batteries as required by code, typical for all systems.

12. Clean and vacuum all smoke detectors. Test and activate all inspector test valves or flow switches and record the total time to activate the alarm panel.

13. Check and activate all tamper switches on main system, gate and riser valves and record how long it takes to activate the alarm panel.

14. Check and test fire and jockey pump controllers to see that operating power is available.

15. Check and test fire pump and jockey pumps for automatic start by dropping the pressure to the control resending line and record the time it takes for the pump to kick on and off.

16. Perform a capacity flow test on the fire pump and record both pressure flow rates and compare that against manufacturer’s specifications.

17. Check for any loose smoke and heat detectors and secure in place.

18. Check all systems battery conditions/voltages and replace where needed.

3.3 Details of Fire Pump Operation, Monthly: Line Items 00020, 00070,00120, 00170, 00220 The following type of test and operation shall be performed on the fire pump monthly. A test of the pump assemblies shall be performed without flowing water. A test shall be performed by starting the pump automatically. The pump shall run for a minimum of ten (10) minutes. Observe pump operation for proper operation and note any deficiencies in the pump operation. Ensure electrical connections between power main and pump and generator and pump are functioning. Follow operation of Electric Fire Pumps Monthly Operation under NFPA 25 8.3.1.2

3.4 Service Calls:

Historical Data:

Firm-Fixed-Price Line Item 00030,00040, 00080, 00090, 00130, 00140, 00180, 00190, 00230, 00240 - Historical Data shows that there has been an average of ten (10) Service Calls annually between Monday through Friday during the hours of 8:00AM and 5:00PM. Historical Data shows that there has been an average of four (4) service calls annually during Holidays and weekends. Contractor shall estimate the labor and materials cost to perform ten (10) service calls annually. Estimate costs for labor and materials for all Service Calls including weekdays , holidays, and weekends annually. (4)

Definition of Service Calls include, but are not limited to: Respond and diagnosis when fire alarm panel indicates "trouble status”, plug out and plug in City Fire box as required to perform the necessary repairs, including replacing defective smoke and heat detectors, replacing batteries in alarm panels, troubleshooting defective devices including, flow switches, tamper switches, sprinkler shut off valves and other devices connected to the Fire Alarm System.

Parameters for Service calls Monday through Friday during the hours of 8:00AM and 5:00PM: The contractor is obligated to perform ALL Service Calls provided each of these line items. Service call can be any combination of labor and materials per Service Call. Should a repair not be completed on initial Service Call, contractor shall reschedule a new Service Call.

Parameters for Service calls during weekends and on Federal Holidays during the hours of 8:00am to 5:00pm. The contractor is obligated to perform ALL Service Calls provided each of these line items. Service Call can be any combination of labor and materials per Service Call. Should a call not be completed on initial Service Call, contactor shall reschedule a new Service Call.

Repairs Additional Work, if required, the above parameters described as Service Calls within this section 3.4 will be quoted by the contractor. After negotiation, there may be if agreed upon with the Contracting Officer, issued on a firm fixed price basis. Task Orders for Repairs under line items listed below (section 3.5) as appropriate.

3.5 Repairs Additional Work : Line Items 00050, 00100, 00150, 00200, 00250.

Work beyond testing and inspection, and the parameters of the Service Calls will require prior approval of the Park's Contracting Officer. Such needed work will be documented in writing with firm fixed prices established for each repair. These items shall be documented and received separately from the annual and monthly receipts. All spare parts maintained/replaced by the Contractor shall meet or exceed conformity with National Fire Protection (NFPA) standards.

Section 4.0 Delivery 4.1

All inspections and testing shall comply with the rules and regulations as outlined in the National Fire Protection Association (NFPA).

Inspection and Test Results:

The results of all inspections and tests must be documented in writing within two weeks for each building and copies submitted to the COR. The Contractor shall keep records in a computerized format so that a database of information can be kept on each annual inspection. The database shall be accessible via internet by the government.

Section 5.0 Government Furnished Property

5.1 The Government will furnish no materials or tools. Contractor must provide.

Section 6.0 Security

6.1 The contractor shall coordinate with the COR to schedule all regular maintenance/servicing prior to arriving with a minimum of a five-day notice. While in private areas/collections storage /sensitive areas within the Park, the contractor will be escorted by National Park Service employee at all times. Service technicians shall have credentials displayed and wear company uniform with company name visible. Representatives of contractor's office will be allowed to park vehicles in areas designated by park COR.

6.2 Contractor personnel or equipment shall not come in contact with any furniture, artifacts etc. at any time. There shall be no use of any tobacco products or consumption of any foods or liquids unless directed by park personnel. If smoking materials are to be used, the technician shall ask for direction from the park personnel. The same applies to all foods and liquids.

6.3 No technician at any time shall be permitted to drill, nail, screw, remove etc. any piece or pieces of historic fabric. The technician shall ask the COR for any clarification needed before commencing work.

6.4 The contractor shall comply with all appropriate safety requirements. If the Contractor encounters equipment that is in a condition that may endanger life or property, the Contractor shall immediately notify the Contracting Officer of the condition requiring immediate action.

Section 7.0 Place of Performance

7.1 Monitoring and services shall take place at the following National Park Service locations: The following information denotes all systems coverage:

All of the following areas / buildings shall have annual fire protection and detection system inspections.

115 John St. - Boott Mill (Entire building) - 108,500 square feet.

This site includes fire suppression and detection systems

· Wireless Master box

· Fire Pump

· Wet system

· Pre-Action System on the 3rd and 5th floor: Approximately 30 output devices

· Glycol System (sprinkler) on the 5th floor (located in the Janitorial closet) for radio repeater tower: one valve.

· Dry System- Link Space

· Input devices: approximately 100

220 Aiken St. Maintenance Shop - 21,560 square feet.

Includes fire suppression and fire detection system:

246 Market St, Visitor Center- 7,250 square feet.

Includes a fire detection and suppression system:

· Sub box

7.2 CONTRACTOR'S USE OF PREMISES:

1. Contractor may park vehicles in the public parking areas in a manner which does not interfere with site visitors or site employees.

2. Public restrooms will be available for the contractor employees to use. Common housekeeping rules apply; use of facilities may be prohibited if determined by COR.

3. All work shall be completed in such a way as to create no damage and to protect the surrounding property, collections, historic fabric etc.

Section 8.0 Period of Performance

8.1 Services will commence for a base one-year period of performance. There are four one-year options associated with this requirement.

Section 9. 0 Restrictions

9.1 No wireless devices are to be integrated into any existing systems and/or any expansion of any system. Each device associated with each system shall be physically connected by hard wire to the associated control panel or hard wires leading to control panel.

9.2 No food, liquids, or tobacco products shall be permitted inside any of the afore mentioned properties without the approval of the COR. The COR or any representative of the park service will direct the contractor/tech on where he or she is allowed to have food, liquid, or tobacco products.

9.3 No drilling, cutting, scraping, or fastening to any fabric is allowed at any of the properties Without the approval of the COR. This approval may only come from the COR. No other Park personnel has the authority to approve these actions.

9.4 No active listening devices such as radios, iPod, etc. shall be permitted at any of the afore-mentioned properties. This includes devices using ear buds.

Explanation: each of the aforementioned properties is staffed with personnel and they are also open for public tours. Music, loud conversation, etc. would be a disturbance to the staff and/or visitors and shall not be permitted.

9.5 No physical contact with historic artifacts is permitted without the approval of the

COR.

Section 10.0 Definitions 10.1 Annual and Monthly Inspections and Testing:

All work to ensure complete inspection according to the requirements of NFPA-20 and NFPA-25 of all water-based fire suppression systems and complete inspection according to NFPA-70 and NFPA- 72 of all fire detection systems within the park to ensure that such systems are fully operational in protecting the Park's resources. Note in order to complete the annual inspections for all buildings under this scope of work the contractor is permitted to schedule the inspections and testing throughout the year on a quarterly basis.

10.2 Service Calls:

Examples of Service Calls include, but are not limited to the following; response, diagnosis, and fix for fire alarm plug out and plug in, when fire alarm panel indicates "trouble" status, replacing defective smoke and heat detectors, replacing batteries in alarm panels and smoke detectors, troubleshooting defective devices, repairing damaged wiring, devices, reset the City Fire box upon fire alarm activations, and materials required to bring the above to proper working order. The contractor is obligated to perform all Service Calls, which can be any combination of labor and materials per Service Call. Should a fix not be completed on initial Service Call, contractor shall reschedule a new Service Call.

10.3 Repairs and additional Work:

Work beyond testing and inspection, and the parameters of the Service Calls shall require prior approval of the Park's Contracting Officer. Such needed work shall be documented in writing with firm fixed prices established for each repair and submitted separately from the annual and monthly inspection to the COR.

Section 11.0 Division 01 Submittals

The following items shall be submitted prior to the Pre-construction Conference. Contracting Officer will notify contractor of tentative date for the Pre-construction Conference.

1. Letter designating Project Superintendent

2. Schedule of Service (coordinate with park COR)

3. A comprehensive breakdown of the Schedule of Values

4. Accident Prevention Plan

5. A list of subcontractors for the service

6. Written statements from subcontractors certifying compliance with applicable labor standard clauses.

7. Quality Control Plan
