Evaluation Criteria
LOWE – Fire Suppression System Maintenance
I – TECHNICAL:
1.1 The purpose of the technical factors is to assess the proposer’ technical experience on projects of similar size, scope, or complexity involving ; commercial plumbing associated with fire protection, preventative maintenance services to provide a complete annual inspection according to the requirements of NFPA-25 and NFPA-20 of all water-based fire suppression systems and NFPA-72 and
NFPA-70 fire detection systems, repair , service and/or replacement of systems involving fire protection such as automatic alarm systems, sprinkler systems and all electrical and mechanical systems needed for a building to be compliant with NFPA-25 and NFPA-20 of all water-based fire suppression systems and
NFPA-72 and NFPA-70 fire detection systems that allows a building to be fully protected from fire.
1.2 Non-Price Technical Factor One: Contractor Experience: Contractor performing the work under this
Section must have Five (5) years’ experience or more on projects of comparable size and complexity, experience with fire protection systems (wet sprinkler systems, alarms , pumps , and electrical and mechanical associated with a buildings full fire protection system.) Provide a list of five or more comparable projects completed within the past 5 yrs.
1.3 Non-Price Technical Factor Three: Certifications: Provide verification that everyone working under the contract is a Massachusetts licensed contractor/staff member qualified to perform inspections and any service/repairs on fire protection systems.
II – PAST PERFORMANCE:
2.1 The Past Performance evaluation factor assesses the degree of confidence the Government has in a Proposer’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance.
2.2 There are three aspects to the past performance evaluation: recency, relevancy (including context of data), and quality (including general trends in contractor performance and source of information).
2.3 Recency. The first is to evaluate the recency of the proposer’s past performance. Recency is expressed as a time period during which past performance references are considered relevant and is critical to establishing the relevancy of past performance information. For the RFP, Recency is defined as within the last three (3) years of the RFP posting date.
2.4 Relevance. The second is to determine how relevant a recent effort accomplished by the proposer is to the effort to be acquired through the source selection. Consideration will be given to those aspects of a proposer’s history of contract (or subcontract) performance that would provide the most context and give the greatest ability to measure whether the proposer will successfully satisfy the current requirement. Common aspects of relevancy include, but are not limited to, the following: similarity of product/service/support, complexity, dollar value, contract type, use of key personnel (for services), and extent of subcontracting/teaming.
2.5 Quality. The third aspect of the past performance evaluation is to establish the overall quality of the proposer’s past performance (see FAR 15.304(c)(2)). The past performance evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the proposer’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the proposer performed those past contracts.
2.6 The proposers shall provide 3 to 5 references for recent (within last three years of the RFP posting date) and relevant (common aspects of relevancy include, but are not limited to, the following:
similarity of product/service/support, complexity, dollar value, contract type, use of key personnel (for services), and extent of subcontracting/teaming) projects.
2.7 For each submitted reference include the following information:
Proposer’s Company Name.
Performed as Prime Contractor or Subcontractor?
Reference Company Name.
Contract Number/Contract Title.
Period of Performance.
Initial Award Dollar Value.
Final Awarded value.
Description of the Work Performed and Location (including description of preferences, if applicable); and Include the name, address and current telephone number, email address of the customer/owner or a representative of the owner who can attest to the quality of the services provided.
