1.0 INTRODUCTION

1.1 Project Summary

Locate and repair a leaking 2-inch diameter potable water pipeline that serves a restroom facility at the Red Rock Canyon National Conservation Area (RRC) Visitor Center Complex.

1.2 Project Location

The RRC Visitor Center Complex is located at 1000 Scenic Loop Dr, Las Vegas, Nevada 89161 (Exhibit 1).

The lower restroom facility is located at lat: 36.13502° / long: -115.42693° (Exhibit 2) at an approximate altitude of 3,768 feet above sea level.

1.3 Background

The restroom facility at the RRC Visitor Center Complex contains approximately 41 percent of the fixture units available to the public and is served by a 2-inch diameter potable water pipeline. Water is delivered to the facility by way of a nearby 15,000-gallon storage tank and pumping system (Exhibit 3).

In mid-December 2023 during dry weather, clear, odorless water was observed discharging at a nearby culvert outlet with running water audible in at least two stormwater inlets. Additional observations showed water was wicking to the surface of a portion of the asphalt in the lowest parking lot located approximately 23 feet below the stormwater inlets at the restroom facility.

Based on visual observations and water well meter readings, it was determined that a leaking potable water pipeline was the likely source of the observed water. To confirm this, Bureau of Land Management (BLM) staff shut valve #2 (Exhibit 3) to isolate the last 75 feet of the pipe. Within a 24-hour period, no water was observed flowing from the culvert outlet, the lower parking lot surface was dry and there was a substantial drop in the amount of water being pumped from RRC water well.

Further leak isolation was achieved using an inert gas and ground surface sound detection equipment.

Based on this effort, the leak was isolated to a section located below a raised concrete walkway as shown on Exhibit 4.

As-built plans of the Visitor Center complex suggest the raised walkway might be 7-inches thick with #4 reinforcing bar spaced at 18-inches on center in both directions (Exhibit 5).

2.0 SCOPE OF WORK

Project scope of work activities include the following:

1) Install traffic control devices in accordance with approved traffic control plan.

2) Locate and mark pipeline alignment.

3) Remove concrete as needed.

4) Excavate to expose damaged pipe section.

January 2024 Red Rock Canyon NCA – Potable Water Line Repair Page 2 of 7

5) Repair damaged pipe section.

6) Test pipe repair.

7) Backfill excavation.

8) Repair concrete walkway.

9) Remove all excess material including backfill, concrete, pavement, and equipment.

10) Clean work area by removing all trash and sweeping area.

3.0 PROJECT DETAILS

At over 2.2 million visitors per year, Red Rock Canyon NCA is the most visited BLM site in the United States. The raised crosswalk that connects the parking lot and restroom facility to the rest of the Visitor Center complex experiences high volumes of both vehicular and pedestrian traffic.

The restroom facility has been closed since the pipeline leak was discovered. However, based on the overall site layout, the raised crosswalk area experiences high traffic volumes throughout the year.

During construction the Contractor should expect that visitors will inadvertently try to enter the work area. Visitor safety is a top Government priority, the Contractor with assistance from Government staff shall be expected to politely direct visitors around the work area. Exhibit 6 shows the work area that the Government will provide to the Contractor.

At the end of each workday, Contractor shall make safe the work area and cover any open excavations with traffic trench plates.

3.1 Traffic Management Plan

In cooperation with Government, the Contractor shall develop a traffic management plan that shall be approved by the Contracting Officer prior to starting work. Contractor shall install traffic management cones and signs in accordance with the approved plan prior to starting work.

3.2 Raised Concrete Walkway Removal and Replacement

The approximate area of the pipe leak identified by the leak detection contractor is shown on Exhibit 4. As there is uncertainty as to the exact location of the leak and the extent of pipeline damage, for bidding purposes assume (2) 10 ft. by 10 ft. concrete panels each 7-inches thick with #4 steel reinforced bar and (1) 6 ft. by 10 ft. concrete panel 7-inches thick with #4 reinforcement bar will need to be removed and replaced.

The raised walkway consists of three main sections: the walkway, approach ramp, and departure ramp. Each section that is removed is to be replaced to match existing conditions.

Note that the walkway is a colored, exposed aggregate surface while the ramps have a smooth finish and have no pigmentation.

3.3 Trenching Length

The pipeline is approximately 5-feet deep. This depth is based on field measurements collected by BLM staff that indicate the depth from ground surface to the top of the

January 2024 Red Rock Canyon NCA – Potable Water Line Repair Page 3 of 7 pipeline valve nut is 4-feet.

For bidding purposes, assume a 20-foot-long trench, 3-feet wide and 5-feet deep will be excavated, and 20 ft. of piping will be removed and replaced.

3.4 Stormwater Sewer

Based on stormwater inlet invert elevations and assuming the water line was installed in accordance with Uniform Plumbing Code requirements, the depth of the water pipeline at the storm drain crossing is expected to be approximately 1.34 feet below the top of concrete.

3.5 Interpretation of Quantities in Solicitation

The quantities given in the Solicitation and contract forms are approximate only, being given as a basis for the comparison of bids, the Government does not expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to make such alterations, deviations, additions to or omissions from this Statement of Work including the right to increase or decrease the quantity of any portion of the work or to omit any item or portion of the work as may be determined by the Government to be required for the proper completion or construction of the whole contemplated.

4.0 SPECIFICATIONS

The following specifications will be used for this project:

a) Uniform Standard Specifications for Public Works Construction Off-Site Improvements, Clark County Area, Nevada (USSPWC);
