system repair work minimizes downtime experienced by computer component failure, thereby maximizing uptime.
4.2 DELL OptiPlex 7090 SFF: Specific characteristics of the Dell OptiPlex 7090 SFF computers in size, weight, and dimensions limit the availability to a brand name. More importantly this specific brand and model is approved for current use with Air Force Standard Desktop Configuration (Air
Force’s mandated operating system). The benefit of a single support entity saves man hours for the DSCU IT support staff. This is critical due to the small IT team that DSCU employs. Keeping the DSCU infrastructure standardized reduces maintenance cost associated with managing and storing these systems. Moreover, keeping consistent with Dell equipment will result in reduced maintenance overhead by streamlining our driver and support activities. Dell’s proven fast response time for system repair work minimizes downtime experienced by computer component failure, thereby maximizing uptime.
4.3 DELL UltraSharp 24” Monitors: We require Dell U2422H monitors in order to maintain a homogeneous workstation environment. This enables the agency to provide better IT support by focusing on a single manufacturer, better coordinate hardware warranty support with one manufacturer instead of several/many. This model meets the requirements for outputs needed to be functional with Dell OptiPlex 7090 SFF. These monitors are to be use as we are developing a new course, SCO271, and adding additional PCs to some of our classrooms.
4.4 HP LaserJet Enterprise M611DN Printers: We require these printers to maintain a homogeneous environment. This enables the agency to provide better IT support and lowers the cost of purchasing toner. These printers have been functional on Wright-Patterson AFB print server as we currently have the same model in our CAA area. These printers are also part of the new SCO271 course and will be housed in some of our classrooms.
5. MARKET RESEARCH: Per FAR 10.002 - Querying the Government-wide database of contracts and other procurement instruments intended for use by multiple agencies – DoD ESI, NASA SEWP, NAVAIR, GSA, ARMY CHESS IT, NITAAC, and the open market were utilized in conducting market research for this requirement. Three quotes for competition were obtained from the open market and were used to prepare the Independent Government Cost Estimate (IGCE). This research indicates that there are at least three small businesses that are capable of providing these supplies at fair and reasonable pricing.
6. OTHER SUPPORTING FACTS: None.
7. ACTIONS TO REMOVE OR OVERCOME ANY BARRIERS THAT LEAD TO THE
RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE
SUPPLIES OR SERVICES IS MADE:
(a) Efforts to obtain competition: Authorized Dell resellers that are also small businesses are eligible for award of this requirement. Effective competition will be available through DoD contract holders, found on the DoD ESI’s website. The DoD ESI website named various sources: GSA, NASA SEWP, and
Army CHESS, when searching for HP and Dell.
(b) Actions to increase competition: None.
8. BEST VALUE DETERMINATION: The Contracting Officer hereby determines this action represents the best value to the Government in that I determine that the anticipated price for this order will be fair and reasonable. This requirement will be competed via the GSA Schedule. In addition, fair and reasonable price determinations will be made based on comparison of competitive pricing.
