Dale Hollow NFH-Hatchery Operation Improvements 1 of 23 3/1/21
STATEMENT OF-WORK OF DESIGN/BUILD SERVICES
Hatchery Operation Improvements At The
Dale Hollow National Fish Hatchery South-Atlantic-Gulf & Mississippi Basin Regions
3/1/21
1. GENERAL
a. Design and Build a new:
i. W.O. F2020336994 – Replace Public Fishing Area Access Pedestrian Bridge. Replace the 20 LF wooden trail bridge that was built in 1964. The trail bridge is adjacent to the public fishing area, which allows anglers access to the area located between the two hatchery effluent canals. This bridge receives heavy use from both anglers and campers from the nearby U.S. Army Corps of Engineers campground. It has deteriorated significantly and poses accessibility and safety issues if not replaced. The new trail bridge will also improve ADA access to fishing opportunities.
ii. W.O. F2019326723 – Rehabilitate Lower Section of Raceways A15- A16. Rehabilitate a section of raceways which were constructed in 1965. This project will replace the lower section of two raceways (A-15 and A-16) and repair any damaged water supply line beneath these raceways. These raceways are cracked and currently out of production.
Not being able to use these raceways results in heavy loading of remaining raceways to meet production goals associated with mitigating Federal water development projects. This project will remove the existing concrete for the lower section of these raceways, address any discovered issues with water supply and drain lines under the raceway, create a new bed, and install a new section of the concrete raceway.
iii. W.O. F2021350853 – Rehabilitate Raceway Bird Barrier. Dale Hollow National Fish Hatchery produces trout for mitigation of Tennessee Valley Authority and U.S. Army Corps of Engineers water development projects in the Southeast. The hatchery historically suffered heavy fish predation from great blue herons and sea gulls. A bird barrier was erected over the outside raceways in order to address this problem. A storm damaged the mesh netting and support system requiring rehabilitation.

Design-Builder may also be asked to obtain and pay for design review and approval of the local building authorities with jurisdiction within the project locale, obtain and pay for all building and construction permits and inspections normally required by such authorities, and comply with all directives issued by such authorities regarding this project.
xi. Sustainability and Energy Requirements for All Buildings
1. All Service buildings must comply with sustainability requirements set forth in the Revised Guiding Principles for High Performance and Sustainable Buildings (February 2016). This may be achieved by employing the document titled Determining Compliance with the Guiding Principles for Sustainable Federal Buildings (February 2016) and incorporating design strategies and recommendations to achieve appropriate energy and potable water savings where cost-effective.
2. In addition, Section 109 of the Energy Policy Act (EPAct) of 2005 (P.L. 109-58) requires that, where cost-effective, all new buildings must be at least 30 percent more energy efficient than the most current American Society of Heating, Refrigerating and Air- Conditioning Engineers (ASHRAE) 90.1 Standards, or, if not at least 30 percent below the ASHRAE Standard, the design must achieve the maximum level of energy efficiency that is life-cycle cost effective.
3. EPAct requirement can be achieved by using the prescriptive method in ASHRAE’s “Advanced Energy Design Guided for Small to Medium Office Buildings,” which provides design strategies and recommendations to achieve 50 percent energy savings over the minimum code requirements of ASHRAE 90.1-2004.
4. Use the most energy efficient equipment that is practical in all mechanical, electrical and plumbing systems, and design these systems to promote the healthiest environment possible for the occupants of the building.
5. Investigate and specify “Environmentally Preferable Products” and “Recycled Products” wherever possible. This requirement shall include, but not necessarily be limited to considering products containing recycled content for concrete, steel, masonry units, thermal insulation, carpet, acoustical ceiling tile, gypsum board, wood floors, ceramic tile, paints and coatings, etc. Utilize products that are designated in the Environmental Protection Agency’s Comprehensive Procurement Guideline
Dale Hollow NFH-Hatchery Operation Improvements 8 of 23 3/1/21
(https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program).
6. Compile a list of all “Sustainable Design” elements included in the project and include this list with the Construction Documents submittal to indicate compliance with this requirement. The list shall be cross-referenced to specification section or drawing detail as applicable.
7. Comply with the guidance and requirements set forth in the DOI “Sustainable Building Assessment and Compliance Tool Construction Checklist for New Construction and Major Renovation Projects”
xii. Value Engineering in a FWS D/B delivery contract:
1. The goal of a VE review is to identify necessary changes to a project’s design that would complete the project at a minimum life-cycle cost of ownership and still meet project performance, reliability, quality, and maintenance requirements. Because the design/build process incorporates the knowledge, input, and advice of a construction expert into the design process, these projects do not require a separate VE study. If a project is completed using the design/build process, the D/B contractor must ensure that the goal of the VE is met and carefully document the design modifications and cost savings achieved during the design / build process and submit them to the CO.
3. Design Process
a. Pre-Bid Documents:
i. The Design/Builder shall submit the following information to the FWS Engineering Project Manager.
1. Information on key personnel that will be working on this contract.
Include relevant Design-Build information. Key personnel includes but is not limited to; Principal(s) of Firm(s), Project Manager, Design Principal, Project Construction Superintendent.
Submit qualifications including State registration of design Engineers and Architects that will be working on the project.
2. An organizational chart outlining the key personnel of the Design/Build team, describing how the business entity is put together and showing lines and levels of authority.
3. A projected schedule of design review meetings, design submittals, product submittals, and milestones. The Contracting Officer may revise this schedule in consultation with the Design- Builder and FWS Engineering Project Manager and when approved this will become the schedule for the design portion of the project. There will be a minimum of three on–site design phase meetings at the Refuge: A Design Kickoff Meeting; a Schematic Design (35%) Review Meeting; and a Design Development (65%) Review Meeting. The 95% review will be through submittals to the FWS Engineering Project Manager unless otherwise indicated in this Statement of Work.
Dale Hollow NFH-Hatchery Operation Improvements 9 of 23 3/1/21
4. The Design Phase will conclude with an acceptable set of construction documents and submittal information as indicated in Section 2.17.

The design shall be refined and developed so that the Design/Builder can move forward to the next phase of the process. Meeting times and locations shall be as agreed to by D/B and FWS, but generally there will be a minimum of three on–site project design phase meetings at the Refuge: A Design Kickoff Meeting; a Schematic Design (35%) Review Meeting; and a Design Development (65%) Review Meeting. Meeting Notes will be made by the Design-Build Contractor and distributed to his Design consultants, the Contracting Officer, the FWS Engineering Project Manager, and the Refuge Manager. After review by the FWS Engineering Project Manager, notes will be corrected if necessary by the Design-Build Contractor and redistributed to the same group named above.
c. Design Kickoff Meeting: A Design Kick-Off meeting will be held at the project site.
The time and date of this meeting will be mutually agreed upon by the Refuge Manager, the Design-Build Contractor and the FWS Engineering Project Manager.

Add appropriate contingencies for items and systems not yet designed and for changes or unexpected conditions that may be encountered during construction. Meeting minutes shall be kept and distributed by the Design-Build contractor within 72 hours of the meeting. The final minutes shall become part of the official contract file.
