STATEMENT OF WORK
Repair Electrical Distribution System and All Associated Appurtenances
U.S. Fish and Wildlife Service Abernathy Fish Technology Center (FTC) – Longview, Washington

1.0. GENERAL INFORMATION.
1.1 Contractor shall perform Field Verification Site Visit, Ancillary Design Services, and
Construction / Installation of Electrical Repairs to the Abernathy Fish Technology Center’s Electrical Distribution System located in Longview, Washington.
1.2 Contractor’s Certifications and Qualifications:
Contractor and/or Contractor’s subcontractors shall have the following Certifications:
The Contractor and/or the Contractor’s subcontractors shall be Certified Electricians in the State of Washington.
Contractor or Contractor’s subcontractors shall have the following Qualifications:
Experience and demonstrated positive past performance in the repair and modification of electrical distribution systems and all associated appurtenances. Provide three (3) example projects occurring over the last 5 years as part of the past performance narrative.
For those certifications and qualifications not shown above, but required for successful project delivery, the Contractor shall obtain those certifications or qualifications as necessary and required to result in successful project completion.
1.3 Regulatory Requirements: It is the contractor’s and its design professional’s responsibility to design the Project in compliance with applicable requirements of federal and state laws, codes, rules, regulations, ordinances, and standards, including, but not limited to, those outlined below. Design Professional shall have copies available of applicable codes and regulations for ready reference. These shall include, but are not limited to:

- FWS Policies
- Codes
- NFPA 101 Fire and Life Safety Code, latest edition
- International Building Code as adopted by the Local Authority Having Jurisdiction.

In the event of a conflict, the most stringent laws, codes, regulations, standards, and provisions shall apply.
2.0. PLACE OF PERFORMANCE AND PERIOD OF PERFORMANCE.
2.1 The project is to occur during the construction work window. Refer to Section 2.3 for construction work window Start Date and End Date. Proposed Alternative Construction Work Windows shall be approved / disapproved and coordinated with the Fish Technology Center Maintenance Manager.
2.2 Work Location: Abernathy Fish Technology Center (AFTC), 1440 Abernathy Creek Road, Longview, Washington 98632+9764.
Project Site Coordinates: LAT.: 46.22686600, LONG.: -123.14887900.
2.3 Period of Performance:
Start Date: Refer to Solicitation Documents for a Contract Start Date.
End Date: Refer to Solicitation Documents for a Contract End Date.
Construction Work Window:
Start Date: The Actual Construction Start Date is to be determined by the Contractor and closely coordinated with the Abernathy Fish Technology Center.
Finish Date: The Construction Finish Date is to be on or before the Period of Performance Service End Date of the Contract.
Site Conditions of the area of interest consist of the Abernathy Creek System, riparian areas, and low-lying wetlands.
In the event of damage to government property resulting from demolition and/or construction / installation, the contractor shall return the damaged area to its original condition or ‘improved’ condition. The contractor will also be instructed where to access the Construction Site to minimize potential damage to the existing resources.
The Period of Performance for this Contract is 3-months from the actual date of Notice to Proceed (NTP) Letter. Anticipated Delivery Date for NTP Letter is 30 Days Following Initial Contract Award Date. Above dates shown are tentative and subject to change.
Contractor shall coordinate with the Fish Technology Center Manager and/or Project Leader for a Proposed Construction Work Window. The Final Accepted Construction Work
Window will be mutually agreed to between the Contractor and USFWS Abernathy FTC prior to Construction.
2.4 Normal Business Hours for the Technology Center, Monday thru Friday 7:00 a.m. - 5:00 p.m. Work Activities shall be performed during Normal Business Hours. Limited accommodation to an alternate schedule maybe possible with coordination with on-site FWS staff. In the event of emergencies, Contractor shall provide contact information.
2.5 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3.0. DEFINITIONS.
Not Used.
4.0. BACKGROUND.
The Abernathy Fish Technology Center (AFTC) is owned and operated by the U.S. Fish and Wildlife Service (USFWS). It is located approximately 16.2 miles northwest of Longview, Washington. The nearest major city / town is Longview, Washington. The AFTC has identified the requirement for Existing Electrical Distribution System Repairs and All Associated Appurtenances as noted in the Electrical Assessment Site Plan for Repairs and Statement of Work.
The Repair Work includes but is not limited to the following Elements:
Permitting.
Development, Preparation, and Submittal of Permit Applications and Supporting Documents for Electrical Permits and Electrical Inspections.
Electrical Permits and Inspections to be applied for and obtained by the Selected Awardee Contractor after Contract Award to ensure All Electrical Work provided and installed meets Electrical Code Requirements.
Field Verification Site Visit / Ancillary Electrical Design Work.
Permitting.
Mobilization and De-Mobilization.
Construction and Installation of Electrical Repair Work and All Associated
Appurtenances.
5.0. SCOPE OF WORK.
Permitting. Development, Preparation, and Submittal of Electrical Permit Application and Supporting Documents to the Permit Agency / Permit Authority for Review and Approval / Disapproval and Follow-up Permit Inspections for In-Progress and Completed Work.
Contractor shall apply for, Pay, and Secure All Required Electrical Permits and Inspections to result in successful project delivery.
The Contractor shall accomplish the following Tasks if awarded this Contract:
5.1 TASK 1. Field Verification Site Visit. Review of Existing Site Features and Existing Site Conditions. Document Review, Planning, Development, Preparation, and Submittal of Project Documents.
Review Drawing Page titled, “Electrical Assessment Site Plan for Repairs” 1F-WA-690-012-and All Associated Contract Documents.
Perform a Field Verification Site Visit and Review Existing Site Features and Existing Site Conditions.
After Performing a Field Verification Site Visit, Perform any Necessary Ancillary Electrical Design Work and Develop, Prepare, and Submit Technical Submittals for Products and Materials to be provided and installed.
Deliverables:
(1) Electronic Copy of the Contractor’s Technical Submittals for Products and Materials to be provided and installed.
Electronic Drawing Deliverables shall be submitted in DWG and PDF File Extensions and include the Color Table (CTB) File Extension for accurate plotting of the line weights in CAD. Deliverables other than Drawing Deliverables shall be submitted in PDF File Extensions and DOCX File Extensions when available.
5.2 TASK 2. Permitting.
Apply for, Pay, and Secure Electrical Permits and Electrical Inspections for the Project.
To include but not be limited to:
Development, Preparation, and Submittal of Permit Applications and Supporting Documents for:
All Required Electrical Permits and Inspections.
Deliverables:
(1) Electronic Copy of the Contractor’s Permit and Submittal Registry. Submit as XLSX and PDF File Extensions.
(1) Electronic Copy of the Contractor’s Permit Applications, Supporting Documents, and Permit Agency Approval Letters and Conditional Approval Letters.
Submit as PDF File Extensions.

5.3 TASK 3. Mobilization and De-Mobilization.
Mobilize All Labor, Materials, PPE, Equipment, and Tools onto Project Site. De-Mobilize All Labor, Materials, PPE, Equipment, and Tools from Project Site.
5.4 TASK 4. Construction and Installation of Electrical Repairs and All Associated Appurtenances.
Provide and Install All Electrical Repairs as detailed in the “Electrical Assessment Site Plan Drawing.”
On-Site Work to include but not be limited to the following:

Baseline Submittals to be submitted Prior To, During, and After Construction.
The Contractor shall develop, prepare, and submit the following Baseline Submittals for Pre- De-watering, Pre-Demolition, Pre-Construction, Dewatering, Demolition, and Construction to include but not be limited to the following (And If Applicable to the Work):
Prepare and Submit a Schedule of Values. Refer to General Specification Section 01 20
00 – Payment Procedures.
Prepare and Submit a Master Submittal List. Refer to General Specification Section 01 33 00 Submittal Procedures for Master Submittal List Requirements.
Prepare and Submit Subcontractor List and Key Personnel Names. Refer to General Specification Section 01 34 00 – Baseline Submittal List.
Prepare and Submit Site Specific Safety Plan, Job Hazards Analysis (JHA), and Health and Safety Plan (HSP). Provide Detailed Project Data in the Site Specific Safety Plan, Job Hazards Analysis (JHA), and Health and Safety Plan (HSP). Refer to General Specification Section 01 34 00 – Baseline Submittal List.
Prepare and Submit Testing Agency Qualifications, Permits, Licenses, and Certificates.
Refer to General Specification Section 01 34 00 – Baseline Submittal List.
Prepare and Submit Contractor’s Dewatering Plan.
Prepare and Submit Contractor’s Demolition and Construction Schedule, Demolition/Construction Schedule Updating Reports, Daily Construction Reports, Site Condition Reports, and Qualification Data.
Prepare and Submit Quality Control Plan (QCP). Provide delineation of Laboratory and Insitu (Onsite) Tests and Inspections to be performed by the Contractor’s Independent Testing Agency under subcontract. Refer to Technical Specifications for Scope and
Quantity of Tests and Inspections required for the Project.
Prepare and Submit Site Utilization Plan and Project Identification and Temporary Signs. Refer to General Specification Section 01 51 00 – Temporary Facilities.
Prepare and Submit Product Substitution Requests (if applicable). Refer to General Specification Section 01 63 00 – Product Substitution Procedures.
Prepare and Submit Certificates, Landfill Receipts, Certified Surveys, and Final Property Survey (where required).
Prepare and Submit Proposed Protection Measures and Schedule of Selective Demolition Activities.
Prepare and Submit Demolition, Recycling, and Disposal Plan, Recycling and Processing Facility Records, Landfill and Incinerator Disposal Records. Refer to General Specification Section 01 74 00 – Cleaning and related Specification Sections.
Prepare, Submit, and Maintain an On-site a Written Spill Prevention and Response Procedure.
Prepare, Submit, and Maintain a Toxic and Hazardous Materials Storage, Application, and Disposal Procedures.
Prepare and Submit Construction Plan. The Construction Plan shall describe how the Contractor plans to perform the Work of the Contract.
Prepare and submit Product Literature, Product Data, Material Safety Data Sheets (MSDS), and Product / Material Certifications for proposed new materials and products to be provided and installed.
Prepare and Submit Contractor’s List of Incomplete Items, Certified List of Incomplete Items, Certificates of Release, Certificate of Insurance for continuing coverage, and Schedule of Maintenance Material Items.
Prepare and Submit Operation and Maintenance Manuals and Final Manual Submittal.
Prepare and Submit Initial and Final Submittal Record Drawings, Record Specifications, Record Product Data. Refer to General Specification 01 78 00 – Closeout Submittals.
Prepare and Submit System Operation and Maintenance Instruction Manual and Course Materials to review the Operation and Maintenance of the new system(s) and provide USFWS Hatchery Employees with sufficient understanding of the system(s).

6.0. GENERAL REQUIREMENTS.
Contractor shall provide supervision, labor, materials, equipment, tools, construction equipment, machinery, inspection, testing, start-up, water, heat, utilities, transportation, and other facilities and services necessary for proper execution and completion of the Work, whether temporary or permanent and whether or not incorporated or to be incorporated in the Work.
6.1 Quality Assurance:
a. Contractor shall implement a Quality Assurance/Quality Control (QA/QC) Plan to verify products and services are free of errors or omissions. Use of Contractor’s internal QA/QC plan and procedures is OK; however, they shall be adapted to the specifics of this contract.
6.2 Submittal Reviews:
a. Contractor shall provide electronic submittals indicating Contractor Approval and
Certification. Contractor shall distribute the response via email to the USFWS.
6.3 Communications:
a. Contractor shall direct contracting related inquiries in writing or electronically to the CO during the pre-solicitation, solicitation, and contract period of performance. Contractor shall direct technical-related inquiries in writing or electronically to the COR.
6.4 Initial Field Visit
a. After issuance of Contract Award, the USFWS shall arrange for an Initial Video Meeting /
Project Kick-Off Meeting.

6.5 Subcontractors:
a. Contractor shall utilize general contractors and specialty subcontractors who are duly-licensed and well-qualified to perform the work, consistent with the contract documents.
Contracting officer may remove from the work any employee they deem incompetent, careless or otherwise objectionable. Refer to FAR Clause 52.236-5 for additional information.
b. Within fourteen (14) days after award of the contract, Contractor shall submit to the CO completed Standard Form (SF) 1413s for each subcontractor. Refer to FAR Clause 52.222- 11 for additional information.
c. Contractor shall obtain written approval from the SBA and USFWS Contracting Officer prior to any subcontracting. Refer to Paragraph (b)(3) of FAR Clause 52.219-12 for additional
6.6 Progress Schedules:
a. Prior to the pre-construction meeting, Contractor shall submit to the Hatchery and COR for review and approval, a preliminary project schedule, in .pdf format. At a minimum, schedule shall consider the periods of performance of each task stated within the bid schedule.
b. Contractor shall update the schedule every two weeks. Progress schedules shall be submitted to the Hatchery, CO, and COR. If at any time the contractor’s schedule shows any slippage in critical tasks or completion past the construction completion date, contractor shall narrate the reasoning for slippage and/or late completion.
6.7 Pre-construction Meeting:
a. After contract award and prior to commencement of work, the Hatchery and COR will arrange for a pre-construction meeting at the Abernathy FTC Office. All Pre-Construction Meeting activities will be performed outside due to COVID-19. Contractor, along with their major subcontractors, shall attend the face-to-face meeting. Meeting is expected to take place within fourteen (14) days after issuance of the contract award and take no longer than two (2) hours.
c. Meeting will address the contract requirements and identify and resolve any ambiguities or discrepancies. In accordance with FAR 36.212 and FAR Clause 52.236-26, the conference shall discuss statutory matters such as labor standards (refer to FAR Subpart 22.4). Other topics include matters of significant interest, including who has authority to decide matters such as contractual, administrative (e.g. security, safety, and fire and environmental protection) and construction responsibilities.
6.8 Temporary Facilities and Utilities:
a. Contractor shall furnish all temporary utilities needed, except as noted otherwise. Facilities and utilities include but are not limited to: Heating, lighting, non-potable water, telephone, material handling equipment, temporary construction aids and storage enclosures. Refer to FAR Clause 52.236-10 for additional information.
b. No electrical power is available to the Contractor.
6.9 Diligence: Contractor shall perform all construction activities efficiently and with the requisite expertise, skill and competence to satisfy the requirements of the contract documents. Contractor shall at all times exercise complete and exclusive control over the means, methods, sequences and techniques of construction. Refer to FAR Clause 52.236-5 for additional information.
6.10 Supervision: Contractor shall provide a Project Manager or Project Superintendent on-site at all times while work is underway. Manager or Superintendent shall have a good working knowledge of the project work. Refer to FAR Clause 52.236-6 for additional information.
6.11 USFWS Operations: USFWS operations have precedence over construction activities.
Contractor shall schedule and coordinate all construction and demolition activities so as not to unduly impact ongoing facility operations. Refer to FAR Clause 52.236-8 for additional
6.12 Security: Contractor shall effectively secure the worksite, staging areas and materials storage areas. The Government shall be held harmless from any liability resulting from the contractor’s negligence to provide effective security.
6.13 Construction Safety:
a. Contractor shall be ultimately responsible for health and safety on the worksite at all times.
Refer to FAR Clause 52.236-13 for additional information.
b. Contractor shall ensure that all onsite activities, equipment and facilities constructed by the contractor, subcontractor or supplier conform fully to the safety standards in Section 8.2 of the SOW.
c. Contractor shall provide barricades and warning devices as necessary to safeguard the public, workers and Government personnel. Where project work affects public roads, Contractor shall provide signage in accordance with the current edition of the Manual on Uniform
Traffic Control Devices (MUTCD), as published by the U.S. Department of Transportation (USDOT) Federal Highway Administration (FHWA).
d. Contractor shall initiate and maintain, throughout the performance of this contract, an effective health and safety program that provides adequate policies, procedures, and practices to protect workers from (and allow them to recognize) job-related health and safety hazards.
e. The program shall include provisions for the identification, evaluation, prevention and control of general work site hazards, specific job hazards, and potential hazards that may arise from foreseeable construction methods and conditions, as well as providing a competent person to conduct frequent and regular inspections.
f. Each employee (Contractor or subcontractor) must be instructed in the recognition and avoidance of unsafe conditions and the regulations applicable to the work environment.
g. The contractor shall adopt the USACE Safety and Occupational Health (SOH) Program as a starting point for Safety Program requirements. In the event a more stringent Safety Program exists, the more stringent Safety Program shall be applied to the Contract / Project by the Contractor.
6.14 Site Cleanup: Contractor shall remove construction debris from the worksite daily, including debris within temporary facilities and storage areas. Before completing the work, Contractor shall remove from the worksite any rubbish, tools, scaffolding, equipment and materials that are not the property of the Government. Upon completion of work, Contractor shall leave the work area in a clean, neat and orderly condition. Refer to FAR Clause 52.236-12 for additional information.
6.15 Material, Equipment, Transportation, Handling and Storage:
a. Government-owned equipment will not be made available to the Contractor for use within this contract. Government buildings and other facilities are not available for storage of the Contractor’s materials, equipment and tools.
b. Contractor shall have a representative onsite to receive material deliveries. Contractor shall be responsible for all material deliveries, whether or not their representative is on-site at the time of delivery or not.
c. Contractor shall transport, handle and store materials and equipment in a secure manner and in accordance with the manufacturer’s written instructions.
d. Contractor shall promptly remove from the worksite any material(s) and equipment which are damaged or are otherwise unsuitable. Refer to FAR Clause 52.236-5 for additional
6.16 Construction Waste:
a. Minimize creation of construction, deconstruction, and demolition waste.
b. Minimize factors that contribute to waste such as over-packaging, improper storage, ordering error, poor planning, breakage, mishandling, and contamination.
c. Develop a Waste Management Plan to ensure any existing or new materials/equipment/substances are properly characterized, reused, salvaged, recycled, and/or disposed of properly.
d. Any regulated quantities of hazardous materials shall be disposed of at disposal facilities specifically licensed to accept hazardous waste.
e. Dispose of any materials (not salvaged, reused, or recycled) in a legal manner off-site, in licensed disposal facilities.
f. Contractor shall actively protect the natural environment and human health by using environmentally preferable products in their activities.
g. The Contractor wherever possible shall divert solid waste from disposal in landfills through recycling and reuse of materials to lower greenhouse gas emissions.
7.0. GOVERNMENT FURNISHED ITEMS.
No Government Furnished Material or Government Furnished Equipment will be provided.
7.1. General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract.
7.2. Materials: The Contractor shall furnish all materials, supplies, and equipment necessary to meet the requirements of this contract.
7.3. Equipment: The Contractor shall furnish all required equipment to meet the requirements to perform work under this contract.
Government Furnished Information:
7.4 Construction Drawings NOT provided as part of this solicitation. Only Existing Reference
Drawings and an Electrical Assessment Drawing Page are available for Abernathy FTC’s Existing Electrical Distribution System.
7.5 Access to Facilities to be based on Pre-Determined Schedule.
7.6 USFWS Facility Managers and / or Maintenance, as required and as by Pre-Arrangement.
7.7 Obtain Pre-Approval from USFWS for Selected Staging Areas to conduct Project Work and for Temporary Storage of Materials.
7.8 There is no public internet and no wireless access at Abernathy FTC site. Cell phone service may be limited.
7.9 Certain roads within Site maybe High Clearance Dirt Roads.
7.10 Contractors will be instructed by the government on entry points to the Work Site and
Equipment Staging Areas.
8.0. CODES AND STANDARDS.
8.1 Technical Standards: All work shall be done in accordance with all applicable International
Code Council (ICC) Codes (e.g. International Building Code (IBC), International Plumbing Code (IPC)), NFPA 70 (National Electrical Code®) and NFPA 101 (Life Safety Code®), as well as other applicable State or local regulations. In the event of a conflict, the most stringent laws, codes, regulations, standards, and provisions shall apply.
8.2 Safety Standards: Contractor shall adhere to Occupational Safety and Health Administration
(OSHA) 29 CFR 1910 and 1926, as well as other applicable DOI, USFWS, State and local regulations. In the event of a conflict, the most stringent laws, codes, regulations, standards, and provisions shall apply. Refer to FAR Clause 52.236-13 for additional
9.0. INSPECTION AND ACCEPTANCE.
9.1 Inspection and acceptance will be determined by the USFWS. Refer to FAR Clause 52.246-
12 for additional information.
9.2 The Work is subject to observation and inspection by the USFWS and other authorities with jurisdiction.
9.3 Acceptance of the work is contingent on compliance with the requirements set forth in the specifications, drawings, and other documents awarded with (or referenced by) the contract for this project. As this is an Ancillary Design and Build Project, compliance is to be determined by the Design-Build Contractor.
10.0. FINAL WALK THROUGH.
10.1 Submit a preliminary list of unfinished work and notify the USFWS at least ten (10) calendar days prior to the anticipated date of completion of unfinished work.
10.2 The USFWS will perform the final walk through as promptly as practicable.
10.3 The time required for such walk through and for making any corrections as a result thereof shall be included in the contract performance time.
10.4 The Contractor’s representative responsible for the work shall be present at the final walk through.
11.0 CLOSEOUT DOCUMENTS.
11.1 Submit any requested regulatory-agency clearance documents indicating the work complies with their requirements such as finalized plumbing/gas/electrical inspections.
11.2 After completion of the work and prior to final payment, submit a Release of Claims (Form
DI-137 provided by the Contracting Officer), properly executed by the Contractor, releasing claims against the United States arising out of this contract, other than claims specifically excepted from the operation of the release.
12.0. INVOICE AND PAYMENT.
12.1 General: Contractor shall not invoice between September 20th and October 20th, due to the seasonal financial system closure.
12.2 Progress Payments: Monthly progress payments shall be invoiced and submitted in accordance with Clause 52.232-70. Invoices shall reflect the actual work performed at the time of submission. Prior to submitting invoices, they shall be sent to the COR for review and approval / disapproval.
12.3 Final Payment: Final payment shall be invoiced and submitted in accordance with Clause
52.232-70. Prior to submitting the final invoice, Contractor shall have submitted all closeout submittals. In addition, Contractor shall have been provided an approval by the USFWS stating all deficiencies have been corrected.
13.0. GOVERNMENT AVAILABILITY.
13.1 Government is available Monday thru Friday from 7:30 AM to 4:00 PM (Pacific Daylight
Time), excluding Federal Holidays. Availability outside those dates / hours shall be coordinated with the Technology Center at least two business days in advance.
13.2 Work shall be performed during work hours agreed to by the Fish Technology Center and
Contractor.
14.0. WORK HOURS.
14.1 Work shall be performed between Monday thru Friday, 7:30 AM to 4:00 PM (Pacific
Time), excluding Federal Holidays. Work outside those dates / hours shall be coordinated with the Technology Center Manager at least two business days in advance.
14.2 Weekend work shall be approved by the Technology Center Manager.
14.3 USFWS escort required unless previously arranged with the Service.
