About this file
This request for information outlines requirements for a strategic intelligence analysis cell. The Department of Defense requires comprehensive academic and commercial research literature data delivered via XML, JSON or other approved formats. The data must include global publications and proceedings from multiple disciplines over 20 years, with English translations of Chinese and Russian journals. A cloud-based platform is required to host up to 30 concurrent users conducting research and analysis with visualization and reporting capabilities. The vendor must provide login credentials within two weeks of award, with training, support and data availability by award date. The period of performance is one year with options to renew for four additional years. Milestones include kickoff and biannual meetings, with semiannual training.
The related federal contract opportunity posted by the Washington Headquarters Services seeks proposals for the Strategic Intelligence Analysis Cell XML data follow-on. Responses are due by July 20, 2021 to provide the web-accessible data platform and services outlined in the attached statement of work to support technology monitoring and horizon scanning.

Requirement Overview
The Strategic Intelligence & Analysis Cell (SIAC) performs the critical mission of identifying and assessing emerging technologies with defense implications for the Under Secretary of Defense, Research & Engineering, USD(R&E) enterprise. The Government requires research literature data and analytical tools to carry out this critical mission. SIAC requires the most comprehensive and disambiguated meta data sets within academic Science & Technology (S&T) literature and citations, as well as, related private sector patent data. The described data will enable SIAC analysts to cohesively understand the impact of academia and commercial research development’s influence on the development of critically emerging technologies from a Defense perspective. Moreover, it will enable SIAC to perform horizon scanning and data trend analysis to inform Department of Defense senior leadership of emerging and potentially disruptive technologies with military applicability. The following outlines the procurement requirements for data elements, data format, and supporting Web-accessible data platform to conduct SIAC’s data trend analysis.
Scope:
Data Elements and Access
• The data will support bibliometric analysis and must include academic journals and scientific publications, conference proceedings, and funding acknowledgements.
• The data must be comprehensive in nature, to include; global coverage spanning several science & technology disciplines over multiple years (at least 20 at a minimum), data must also include citations within the dataset, and English translations with extensive Chinese and Russian journal coverage.
• The ability to host this data on a DoD cloud-based architecture (CBA). This CBA will be behind a firewall that has controlled access to the data.
• Allow access for up to 30 concurrent users.
• Will have the ability to augment the mix of supporting databases within the XML data-feeds based on the availability of new data sets.
• Metadata fields must include (at a minimum):
o Journals and Publications Title Organization Journal Author Abstract Country Date Keywords Relevant Subject Categories Number of Citations o Conference Proceedings Conference Title Conference Date Conference Location o Grants/Funding Funding amounts Funding organization Funding organization country of origin Year
Data Format
• Data providers must provide flat file bulk deployments with updates occurring at least quarterly throughout the period of performance.
• Data delivered as directed by the Government through Secure File Transfer Protocol (SFTP), hard drive transfer, and/or other means as agreed at no additional charge.
• Data must be available in standard, machine-readable formats, to include XML, JSON, or other Government-approved formats.
Supporting Web-Accessible Platform
• Requires a Web-accessible data platform native to the data listed above with a designated number of concurrent user accounts to conduct research and analysis. The platform should meet the following functional requirements:
o Provide a robust visual interface allowing analysts to develop structured or general queries, filter metadata fields to conduct deep dive analyses, and produce data visualizations for reporting.
o Allow the ability to “drill down” into the data to examine individual nodes/articles or organizations and institutions o Support standard data visualizations. Examples may include line chart, bar graph, clustering, heat maps, geographic maps, timelines, etc.
o Allow complete report and raw data exports in standard formats.
o Allow users to save subsets of specific data and queries/searches for repeat use.
o Provide disambiguation of organizations and individuals so that each individual source or subject can be uniquely identified.
o Include documentation, including quick start user guides, detailed user documentation, user training resources (e.g., online and/or formal programs of instruction and taxonomies to help user queries).
o Provide a data dictionary to help users understand content of the various metadata fields.
• The vendor must provide, upon request, in-person or virtual user training and a user manual for the Web-accessible database platform.
• The vendor must provide technical support and direct consultation and its designated partners responsible for conducting analysis to support Tech Watch and Horizon Scan efforts.
• The vendor must ensure availability of the raw dataset and Web-accessible data platform at the time of award.
