Performance Work Statement Preventive Maintenance of De-ionized Water System in 4600 Rodman Research Laboratory

C.1 Background Rodman Research Lab has a centrally located deionized water system. The system consists of a carbon water filter ( Enpress LLC Model 1252), water softener ( Enpress LLC Model 0948), reverse osmosis pump (model number Osmonics E2-2535DLX), six (6) MB 36 mixed resin deionized water tanks, circulation pump ( Webtrol H35B5S16 ), ultra violet disinfection lights (model number: 5340) and a 750 gallon storage tank. The water is treated and brought up to a purity of 18 Meg ohms, and circulated throughout the laboratory via a central distribution network of piping, which is connected to approximately 90 water outlets. Water outlets would consist of spigot, hood and hand valve drops with barbed hose connections inside of 90 different labs.

C.2 Objective The Contractor shall provide two (2) semiannual preventative maintenance (PM) visits to the Rodman Research Lab located at 6300 Rodman Rd, Aberdeen Proving Ground, Md. 21005. Each PM visit will consist of performing preventive maintenance to the system as defined in the requirements section of this Performance Work Statement, for a base year and four (4) option years.

C.3 Requirements C.3.1 In performance of the below requirement, the Contractor shall provide six (6) MB 36 mixed resin tanks on the initial visit to be used throughout the life of this contract. All materials provided by the contractor must be physically compatible with existing piping, space, and infrastructure.

C.3.2 The Contractor shall provide two (2) semiannual Preventive Maintenance (PM) visits that will consist of the following in order to maintain a high quality of deionized water in the laboratory:

C.3.3 Phase one Visit C.3.3.1 The Contractor shall replace the two (2) reverse osmosis .5 micron pre filters C.3.3.2 The Contractor shall replace the three (3) MB 36 mixed resin DI exchange Tanks C.3.3.3 The Contractor shall replace the two (2) 0.2 micron final water filters C.3.3.4 The contractor shall replace the one (1) 0.2 micron tank vent filter C.3.3.5 The Contractor shall disinfect the three (3) reverse osmosis membranes with a cold sterilant consisting of at least 20-24 percent (%) hydrogen peroxide, 4-6% Peracetic Acid, 8-10% Acetic Acid.

C.3.3.6 The Contractor shall provide a Reverse Osmosis (RO) disinfection report detailing the following:

C.3.3.6.1 Verify that cold sterilant has been introduced to the RO system and is reading at 1% or greater.

C.3.3.6.2 Verify that cold sterilant solution has dwelled for a minimum of 45 minutes C.3.3.6.3 Verify that cold sterilant solution has been flushed from RO system and that less than one (1) 1% residual exists in RO unit.

C.3.3.7 The Contractor shall disinfect the entire de-ionized water system annually to include all piping, pumps, storage tank and filters with bleach having a minimum of 13% chlorine disinfectant through the entire system. The Contractor shall perform water tests at all outlets in the laboratory to assure that disinfectant is at the proper levels to assure complete distribution and proper levels to achieve a bacteria free system.

C.3.3.8 The Contractor shall provide quick fill tanks to refill the system after disinfection. And provide test results that show the system has properly flushed of all bleach at all of the outlets to be one (1) 1 parts per million (ppm) or lowerComment by Eaker, Ashley(CIV): What does this stand for
C.3.3.9 The Contractor shall conduct ten (10) Heterotrophic total plate count bacteria tests with analysis by a certified independent laboratory taken a minimum of five (5) days after completion of annual maintenance, the test outlets will be randomly selected by the Government. The contractor shall provide a copy of the written report to the COR.Comment by Eaker, Ashley(CIV): Are we actually using a COR or a TPOC?

C.3.3.10 The Contractor shall provide a Field generated report to the Government Contracting Officer Representative (COR) detailing current operation conditions of the following:
