About this file
This is a Memorandum for Record documenting a sole-source contract justification for a federal procurement action at or below the Simplified Acquisition Threshold. The Health Readiness Contracting Office at Fort Sam Houston, Texas is procuring the implementation of a CareFusion Alaris Management Virtual Server, Alaris Software, and associated implementation services for Blanchfield Army Community Hospital (BACH). The system will provide centralized management, monitoring, security, and continuous quality improvement data analysis for the facility's 336 infusion pumps and 119 point-of-care units, which are critical components of patient care and safety protocols. The procurement is a new requirement using a Purchase Order (RFQ# W81K0426QA027) with fixed-price contract type. Funding is provided through Operations & Maintenance, Army (OMA) and other Defense Health Program (DHP) funds for Fiscal Year 2026.
The contract is being awarded solely to CareFusion Solutions, LLC of San Diego, California, as the sole developer and vendor of the proprietary Alaris software system designed to be fully compatible with the hospital's existing CareFusion hardware inventory. The line items include Alaris Server Annual Maintenance and Alaris Systems Manager Implementation and License (Perpetual), with a performance period from May 1, 2026 to April 30, 2031. Market research conducted in early February 2026 included outreach to industry and a sources sought posted on sam.gov on January 30, 2026 with a response deadline of February 6, 2026; no competing offerors responded. A current Authority to Operate (ATO) exists for the product. The Contracting Officer, Lorena Cruz, certified that the anticipated cost is fair and reasonable based on existing contract pricing and that sole-source procurement is in the Government's best interest.
