About this file
This document is a Justification and Approval for a Sole Source or Brand Name Simplified Acquisition under FAR Part 13. The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) requires a 3D Handheld Laser Scanner System to perform surface analysis, post-test deformation assessment, and create 3D models of complex objects. The estimated value is under the simplified acquisition threshold. The Creaform HandySCAN BLACK is identified as the only system that meets the requirements for 0.025mm accuracy, 13-foot scanning radius, and compatibility with common CAD software. A notice of intent to sole source will be posted on SAM.gov, but this requirement is not available for full and open competition. The applicable NAICS code is 334513 with a 750-employee size standard. Responses with capability statements may be submitted to the provided POCs by the stated deadline, but the government will make the sole source determination at its discretion.

Justification and Approval for (Sole Source or Brand Name Justification) for Simplified Acquisitions FAR Part 13
1. Contracting Activity: The United States Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Contracting Officer located at 3909 Halls Ferry Rd, Vicksburg, MS 39180-6190.
2. Description of Action This is an annual requirement for a Small Acquisition Purchase. The type of funds to be used are Operation and Maintenance, Army.
3. Description of Supplies/Services: The Concrete and Materials Branch (CMB) of the Geotechnical and Structures Laboratory (GSL) requires a 3D Handheld Scanner System to perform surface analysis, post-test deformation assessment of material test samples, and create watertight 3-dimensional models of large geometrically complex objects in a variety of environments.
Estimated total value is .
4. Authority Cited: 41 USC 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1) Sole Source or Brand name acquisitions of commercial supplies or services obtained using simplified procedures as applied in FAR Part 12.
5. Reason for Authority Cited: Scanner accuracy of 0.025 mm, scanning radius of 13 feet and software that is fully compatible with common CAD software may impact competition. The scanner accuracy and scanning radius was determined based on the size of parts that are of interest for this work and the level of detail that is necessary for quality control/reverse engineering purposes. Software requirements were determined based on current workflows and software used. It is known from previous systems that not all software can export or import files between the scanning system and CAD software used. As this is a critical component that is part of almost all standard workflows the requirement is necessary to ensure that all work planned for the system can be completed.
The Creaform HandySCAN BLACK is the system that is widely used across the DoD for performing the described work and meets the above technical requirements. To provide continuity of data across organizations, Creaform HandySCAN BLACK is recommended as the system to be acquired.
6. Efforts to Obtain Competition: A Notice to of Intent to Sole Source will be posted on SAM.gov.
7. Actions to Increase Competition: This action is not available for competition.
