Version – February 2017
Single Source Justification
1. Contracting Activity: The Army Geospatial Center (AGC) Contracting Office, 7701 Telegraph Road, Alexandria, VA 22315-3864
2. Description of Action: This requirement is for one year of upgraded membership with the Open Geospatial Consortium, Inc. (OGC). The OGC is a non-profit, international, voluntary consensus-based standards organization that is leading the development of information technology standards for geospatial and location-based software services. The membership subscription was originally procured at the Technical level on a Firm Fixed Price contract W5J9CQ-17-P-0003 with a one year base and three one year options. Option Year 3 was exercised 15 September 2020 at the Technical level. The type of funding provided for this requirement is Research Development Technical & Engineering (RDT&E) funds. The proposed contractor is Open Geospatial Consortium, Inc., 35 Main St., Ste. 5, Wayland, MA 01778-5037.
3. Description of Services or Supplies: The AGC Enterprise Support Branch (ESB) has been using the OGC Membership for the past ten years. The Contracting office was contacted for the need to modify the existing contract to upgrade their OGC membership from the Technical level to the Principal level. This upgrade is an additional cost of for Option Year 3.
4. Authority: Federal Acquisition Regulation (FAR) 13.106-1(b), Soliciting from a Single Source. The Contracting Officer has determined that the Open Geospatial Consortium is the only source capable of providing the required membership.
5. Reasons for Authority Cited: The Open Geospatial Consortium (OGC) is the only international consensus-based standards body that is defining implementation specifications for geospatial interoperability solutions. Participation in the OGC furthers AGC mission by facilitating the development of Geospatial Standards. Only one responsible source and no other supplies or services will satisfy AGC’s requirements. The Office of Management and Budget (OMB) Circular NO. A-119, Revised establishes policies that direct agencies to use voluntary consensus standards in lieu of government-unique standards, unless inconsistent with law or impractical. The OGC specifications extend, implement and contribute to international de jure standards that concern geoinformatics.
AGC works closely with OGC, the main geospatial standards development organization in the world. The OGC provides a consensus-based, internationally recognized environment in which the Army uses to develop and maintain geospatial standards. Many of the standards are either profiled or outwardly adopted by the DoD and placed into the Defense Information Systems Repository (DISR) for the Army acquisition community to adopt. The upgrade to the Principal Level membership is intended to strategically shape the direction of future standards through the OGC Principal Committee, which is of high interest to AGC and the Army. AGC has draft standards they would like to gain consensus on and make international standards within the next year. The Principal level membership will ensure the Army’s goals remain a priority within the OGC, and lead the way to international standards for on-road routing and other specifications.
AGC’s mission and purpose for using open, internally based standards organizations, such as OGC, is based on the National Defense Authorization Act for Fiscal Year 2017, section 875:
