About this file
This document is a Brand Name Justification for the procurement of a RYPOS brand diesel exhaust particulate filter (RH304-M) by the U.S. Army Engineer Research and Development Center (ERDC) - Construction Engineering Research Laboratory (CERL).
The justification outlines the requirement for the filter to be used in the ERDC-CERL's Atmospheric Water Generator to eliminate harmful particulate matter emissions from the generator exhaust. The total estimated dollar value of the proposed action is provided. The justification cites the authority under FAR 13.106-1(b)(1) for sole-sourcing the RYPOS filter, as market research determined it is the only product that meets the program's specific requirements for flow rate, particulate matter reduction, cleaning cycle, and compatibility with the 60KW generator. The justification also highlights the filter's benefits in terms of performance, energy efficiency, reliability, compliance, and space efficiency. The requirement will be set aside for small businesses. The Contracting Officer has determined the anticipated cost to be fair and reasonable.

ERDC Control Log #24-3207
BRAND NAME JUSTIFICATION
1. Agency/Contracting Activity: Engineer Research and Development Center –
Construction and Engineering Research Laboratory (EDRC – CERL)
2. Description of Action:
Nature: New Requirement Follow-On Requirement
Mod to Existing Purchase Order/Contract Number
Pricing: Firm-Fixed Price Time and Materials
Funds: OMA Other Funds:_RDT&E funds
3. Description of Supplies/Services:
a. The total estimated dollar value of the proposed action is
b. The ERDC-CERL Water Quality and Resiliency Technologies Program requires a RYPOS brand diesel exhaust particulate filter (RH304-M) to be used in their Atmospheric Water Generator. The filter will be used for eliminating harmful particulate matter emissions from generator exhaust.
4. Authority: FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization.)
5. Reason for Authority Cited: Market research has found that the RYPOS RH304-M Self-
Cleaning Diesel Particulate Filter (DPF) is the only particulate matter (PM) filter on the market that offers a high designed flow rate (687 cfm), high PM reduction (to 94% +), and a cleaning cycle which only requires 1% of the generator output in under 3 minutes. Additionally, it meets the government’s need for backpressure monitoring and sequential filter regeneration by offering an intelligent microprocessor controller with a status panel, and has the capability to function with the small generators (60KW) that the research program uses. RYPOS self-cleaning DPF is the only filter of its type that fulfills the needs of the research program.
6. Actions to Increase Competition: Based on market research conducted in accordance with
FAR Part 10, there is reasonable expectation that offers of RYPOS brand equipment will be obtained from at least 2 responsible small business concerns. Therefore, this requirement will be set aside for small business in accordance with FAR 19.502-2.
7. Market Research: Market research conducted involved an extensive internet search as well as consulting market experts. Our study showed that the RYPOS RH304-M Self-Cleaning DPF system is the only sintered metal fiber-based filter that meets our project requirements. Given the complexity of the project, we seek a self-cleaning DPF system for the exhaust of our 60 kW
AMMPS Tactical generator that offers small footprint while providing design criteria (e.g., temperature of approximately 1022 °F, PM reduction of over 94%, flow rate of 687 cfm, backpressure). It also satisfies design needs of cleaning cycle that demands minimal generator output for a short period. This self-cleaning DPF comes with an intelligent microprocessor controller with a status panel, which will allow us to efficiently monitor and control backpressure monitoring and sequentially energizing the filter for regeneration. This filter also includes a housing with flanged ends providing critical-grade sound attenuation. Substitution is undesirable as this is the only self-cleaning filter system that can operate independently of exhaust temperature and meet all our project goals. The other companies DPF’s are designed for larger industrial generators. Our 60KW generator does not produce enough output for the other DPF to function correctly. RYPOS has the only DPF that will work with our generator’s.
This item was not found on GSA Advantage. The market research was completed in April 2024.

9. Additional information to support the justification:
a) Performance and Efficiency: The RYPOS RH304-M Self-Cleaning Diesel Particulate
Filter offers unmatched performance in terms of its designed flow rate and high PM reduction rate of over 94%. This means it effectively removes harmful particulate matter from diesel exhaust, ensuring compliance with environmental regulations and promoting cleaner air quality.
b) Energy Efficiency: Its self-cleaning mechanism requires only a minimal amount of generator output, making it highly energy-efficient compared to other options on the market. This aligns with government initiatives to reduce energy consumption and promote sustainable practices.
c) Quick Cleaning Cycle: With a cleaning cycle that takes under 3 minutes, the RYPOS filter minimizes downtime and ensures continuous operation of diesel-powered equipment, enhancing productivity and reducing operational disruptions.
d) Advanced Monitoring and Control: The intelligent microprocessor controller with a status panel provides real-time monitoring of filter performance, allowing for proactive maintenance and optimizing filter regeneration cycles. This ensures reliable operation and extends the lifespan of the equipment, resulting in cost savings over the long term.
e) Compliance and Reliability: RYPOS is a trusted and reputable supplier known for producing high-quality emission control solutions. By sole-sourcing the RH304-M filter, the government can ensure consistency in performance and compatibility with existing systems, reducing the risk of compatibility issues or downtime associated with using multiple suppliers.
f) Space Efficiency: The compact footprint of the RYPOS filter makes it ideal for installations where space is limited, such as in military vehicles or remote government facilities. By occupying less space, it allows for more efficient use of available resources and infrastructure.
