About this file

This document is a brand name justification for the purchase of Hottinger Bruel Kjaer data acquisition equipment to support an ongoing structural health monitoring research program at the Engineer Research and Development Center - Construction Engineering Research Laboratory. Specifically, the research team requires one MXFS8DI1/FC MXFS BraggMETER Interrogator 8-connector Module and one NTX001 AC-DC power supply unit from Hottinger Bruel Kjaer to maintain compatibility with existing proprietary modules and software and prevent additional training and resource costs associated with integrating equipment from other manufacturers. A competitive solicitation will be posted on SAM.gov to small business distributors of the desired brand to satisfy competition requirements, though only the named brand will meet the research needs.

ERDC Control No. 2 70

BRAND NAME JUSTIFICATION

1. Agency/Contracting Activity: Engineer Research and Development Center – Construction Engineering Research Laboratory (ERDC – CERL)

2. Description of Action:

Nature: New Requirement Follow-On Requirement Mod to Existing Purchase Order/Contract Number

Pricing: Firm-Fixed Price Time and Materials

Funds: OMA Other Funds: Civil Works Direct

3. Description of Supplies/Services:

a. The total estimated dollar value of the proposed action

b. The Engineer Research and Development Center (ERDC) Structural Health Monitoring

(SHM) team requires Hottinger Bruel Kjaer (HBK) brand data acquisition equipment to support their on-going research program. The specific items required are:

One (1) MXFS8DI1/FC MXFS BraggMETER Interrogator 8-connector Module

One (1) NTX001 AC-DC power supply unit (24 V, max. 30 W)

4. Authority: FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization.)

5. Reason for Authority Cited: Currently the ERDC SHM program has a large inventory of HBK brand data acquisition equipment (also known as HBM). The continued purchase of HBK/HBM products will ensure compatibility with existing features, allow seamless installation, and ensure data integrity across the research projects this equipment supports. Purchase of any other data acquisition equipment will prevent interaction with the proprietary modules and/or software that the ERDC already has on hand. Research dollars will be maximized, as personnel is already on hand with the requisite knowledge to operate these highly technical and very specific pieces of equipment. Aside from an inability to leverage existing equipment, equipment other than from HBK will require extensive training in the setup and use as well as a wealth of other additional ancillary equipment and IT resources.

6. Actions to Increase Competition: A competitive solicitation will be posted on the SAM.gov website open to the network of small business distributors of the desired brand of equipment.

7. Market Research: Several major providers of the equipment needed, including HBK, LUNA, and Technica Optical Components were contacted. After evaluating their equipment, it was determined that the amount of reconfiguration it would take to incorporate any other brand
