1. Identification of Agency and Contracting Authority: The ERDC Contracting Office (ECO) is located at the U.S. Army Engineer Research and Development Center (ERDC), 3909 Halls Ferry Road, Vicksburg, MS 39180-6199.

2. Nature and/or Description of the Action Being Approved: This justification seeks approval to award a contract with a brand name justification pursuant to procedures at Federal Acquisition Regulation (FAR) 8.405-6(b), Items peculiar to one manufacturer, to procure two infrared camera systems for Model-Based Assessment of Sensors and Countermeasures (MASC) field efforts and the Synthetic Environment for Near-Surface Sensing and Experimentation (SENSE) research complex.

3. Description of Supplies or Services Required to Meet the Agency’s Needs: The MASC program and SENSE research complex are in requirement of infrared camera systems. For the primary contract the vendor shall provide the following equipment to include shipping/delivery:

4. Authority Cited: FAR 8.405-6(b), Items peculiar to one manufacturer. There are multiple vendors available on the Federal Supply Schedule which are capable of providing the needed equipment.

5. Reason for Authority Cited: The MASC and SENSE work units utili sensing technologies in each of their research efforts, ranging from simple radiometers to sophisticated infrared cameras. The criteria used in selecting the FLIR brand cameras is given as:

Whole system integrity is essential for optimal operations. Replacement of outdated items with same brand items insures system compatibility and interface with the current configuration. Changing brands would require replacing other FLIR cameras in the existing network worth more than $150,000.

Measurements made with new cameras must be compatible with those made with the existing cameras. This ensures that the old datasets and new datasets collected

ERDC Control # 21-2173 with the cameras are comparable and can be used in the modeling and analysis workflows.

IR camera images have proprietary file formats, requiring brand specific software workflow for processing data for FLIR imagery.

Other active work units at the ERDC use FLIR products. Use of familiar camera technology and software is essential for ensuring that data and equipment can be exchanged with other teams during joint field efforts.

All personnel are trained on the current system and would require retraining if other brand items were used, resulting in further costs.

6. Efforts to Obtain Competition: This brand name justification will be provided with the solicitation as required by FAR 5.102(a)(6).

7. A Determination by the Contracting Officer that the Anticipated Costs to the Government Will be Fair and Reasonable: The independent government estimate, catalog prices, and historical data will be used to determine price reasonableness.

8. Market Research:

acquisition information, review of Government and commercial databases for relevant information and review of other internet sources. The resulting market research found that the equipment required to meet the governments need is a commercial item that can be purchased from numerous vendors on the Federal Supply Schedule.

9. Contracting Officer Determination: I hereby determine that the circumstances of the contract action deem only one source reasonably available.
