Advanced Mechanical Technologies Inc Force and Motion 176 Waltham Street Watertown, MA 02472
Brand Name Buy: Yes No
3. Description of Services or Supplies:
The items being requested for purchase are two (2) Mobius EI force sensing treadmills.
These are tandem, dual belt force sensing treadmills for use in the study of human gait biomechanics. Each of these force sensing treadmills is comprised of two independent and synchronized force sensing treadmill decks arranged in a tandem (front belt – back belt) configuration with a smooth transition between the front and back belts, making the tandem belts feel like a single smooth surface. Also included are the amplifiers for the front and rear force sensing components, the software needed to interpret the force and torque data from the treadmills, and computers loaded with the software needed to safely control the treadmills.

4. Authority:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
Or

5. Reasons for Authority Cited:
The requested items will replace existing force sensing treadmills built by Advanced Mechanical Technologies Inc (AMTI) which are currently used in the USARIEM biomechanics lab for the study of human gait during heavy Soldiering occupational tasks. As such, the replacement equipment must be nearly identical to the existing devices. AMTI is the only company licensed to manufacture this type of force sensing treadmill. Because these devices are primarily used to investigate the 3D ground reaction forces that occur during walking, they are required to have the front belt –back belt tandem configuration as well as the ability to operate at a slopes ranging from

+25% to -25%. While other companies make force sensing treadmills, AMTI is the only manufacturer that make a device that fulfills these requirements. The devices that will be replaced are beyond their expected service lifespan. The new / replacement devices are the only ones on the market that match the characteristics of the devices that they will replace. At this time there are no other companies that manufacture force sensing treadmills for use in the study of walking gait that have the required speed, grade and force sensing capabilities as these devices. This equipment is necessary to continue ongoing data collection efforts at USARIEM, as well as to ensure the continuity and reduce variability of data collected.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at

7. Market Research:
Market research was conducted during the month of March 2021. It was determined that AMTI is the only manufacturer and source available to acquire the Mobius EI force sensing treadmill. There are no additional distributors available for this procurement request that could be used to increase competition, and there are no alternative systems that meet current requirements.
8. Other Facts: Previous Contract or Purchase Order Number:
Prior contract number(s): W911QY11P0230 (treadmill) and W911QY11P0284 (software) Effective dates: 25 Mar 2011 (treadmill) and 11 Apr 2011 (software)
9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
