1. CONTRACTING ACTIVITY:
The Contracting Activity responsible for this action is the U .S . Army Medical Research Acquisition Activity (USAMRAA), 820 Chandler Street, Ft. Detrick, MD 21702.
2. DESCRIPTION OF ACTION:
This approval is being requested for a new Integrated Commercial Intrusion Detection System – Workstation which will integrate with the Ft. Detrick ICIDS Security System. Approval is requested for a sole source award to “The Physical Security Group, LLC”. The services are for the delivery, installation and testing of a StarWatch SMS Workstation. The total value of this fixed price award is approximately $21,000.
3. DESCRIPTION OF SUPPLIES/SERVICES:
This award is for the delivery and installation of an Integrated Commercial Intrusion Detection System (ICIDS). The ICIDS Security Management System (SMS) workstation will integrate with the Fort Detrick Garrison ICIDS Security System, monitored at the Forest Glen Project Management Office (PMO) for simultaneous, 24 hour monitoring.
Scope of work will include:
a) Provide and install a new ICIDS SMS Workstation and integrate it with the Fort Detrick Garrison
ICIDS CIV Security System, monitored at the Forest Glen PMO for simultaneous, 24 hour monitoring, of SIPRnet Room 1W20, Radiation Room GW160, Narcotics Vault GN20 and Radiation Storage Bunker in the rear of Building 503 at Forest Glen Annex;
b) Integrate, install and test the new DAQ SMS Workstation for monitoring the four IDS zones in
Building 503 Watch Station adjacent to the WRAIR staff duty desk, the location of the WRAIR Operator Workstation (OPWS), and 24/7 monitoring on the CIV System in the Forest Glen PMO in Building 605, Silver Spring, Maryland;
c) Provide and install the following equipment: One (1) StarWatch SMS Workstation with a monitor and speakers, SMS Software License, (1) Uninterruptable Power Supply (UPS), all associated hardware required to connect the four IDS zones to the Computer and integrate/ connect the same four IDS zones to the Forest Glen ICIDS-III CIV server for monitoring and police response, and installation items.
4. AUTHORITY CITED:
FAR 3.104-4, Disclosure, Protection & Marking of Contractor Bid or Proposal Information & Source Selection
10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation (FAR) 6.302- 1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED:
Unacceptable Delays
The Physical Security Group (PSG) acts as the Walter Reed Army Institute of Research (WRAIR) facility security system consultant. PSG has already completed a review of the highly specialized equipment for monitoring category 1 levels of radioactive materials. This equipment comprises a component of a larger, highly specialized system for continuous monitoring of radioactive materials through the use of a StarWatch SMS Workstation. Award to any other source would result in unacceptable delays.
The services provided by PSG are highly specialized services. They involve the deployment, testing, modification, dis-assembly, assembly, and trouble-shooting of unique and integrated security systems that impact multiple facilities. In order to perform such services, a contractor must develop a comprehensive understanding of all integrated security systems. REDACTED The development of comprehensive understanding of all WRAIR integrated security systems impacted by this requirement would create unacceptable delays in fulfilling WRAIR’s requirements because it would likely take a different vendor 2-3 months of time to develop the required systems knowledge. The delay would violate 10 CFR 37.49 which dictates such a system be fully functional “without delay”.
REDACTED. The proximity of PSG to the site will allow for a routine performance of these specialized services to include installation and maintenance in an expedited method.
6. EFFORTS TO OBTAIN COMPETITION:
a. Effective competition. Current Market research has identified that no alternative sources exist that has knowledge of the WRAIR highly specialized systems.
b. Subcontracting competition. Subcontracting any part of this requirement is not deemed beneficial to the Government as it increases the cost of the contract and increases risk of unsuccessful performance.
7. ACTIONS TO INCREASE COMPETITION:
It is not possible to compete the current a c q u i s i t i o n . WRAIR will explore ways to integrate other contractor support into the security system environment in the future.
8. MARKET RESEARCH:
Market research has been conducted using internet search (google.com and GSA Advantage). A review of existing facility contractors was also conducted to identify if any other sources are available
FAR 3.104-4, Disclosure, Protection & Marking of Contractor Bid or Proposal Information & Source Selection with knowledge of the specialized equipment and systems involved in this requirement. No other sources were identified that could provide the requisite services without significant duplication of costs and significant delays associated with developing a comprehensive understanding of the integrated security systems.
9. INTERESTED SOURCES:
A Request for Information (RFI) was posted on FedBizOpps from 22 December 2016 to 3 January 2017.
The RFI resulted in two responses from Minuteman Security Solutions (MSS) and The Physical Security Group (PSG).
PSG provided a capability statement that was evaluated and determined acceptable by WRAIR.
MSS stated that a site visit would be necessary to ascertain certain conditions that PSG has already confirmed, and in order to accurately determine MSS's full capabilities, the results of such a visit must be evaluated. Depending on availability and response time, such a site visit may cause further delay and impinge on already overdue regulatory and corrective action deadlines under 10 CFR 37.49.
10. OTHER FACTS: NONE
a. Procurement history:
