SINGLE SOURCE DETERMINATION
Impact: If this contract were not awarded and we were to have a failure with any of the outdated parts in the existing GDACS system for our two station service units or plant-head, gross-head, or net-head sensing controls at The Dam Project, it would have an impact on our power plant operations crew and possibly result in fines due to non-compliance of reliability standards as directed by NERC (North American Electric Reliability Corporation). Our operations department has limited staff on duty at any given time (especially during night shift) and relies heavily on the proper function of the GDACS system. Also, a failure of existing equipment could cause The Dalles Dam Project to be held liable for non-compliance of standards issued by NERC (North American Electric Corporation). This could result in fines issued to The Dalles Dam Project for lacking the ability to reliably monitor and record abnormal events that pertain to the operation of the generator units and auxiliary equipment
6. EFFORTS TO OBTAIN COMPETITION:
In an effort to seek competition, I searched the internet and found another manufacturer (Allen-Bradley) of processor units similar to the requested SoftPLC hardbook processor unit. In comparing specifications, it appears that Allen Bradley offers items that could possibly suffice as a substitute for the SoftPLC hardbook processor unit, however none appear to be an exact match. It is not practical to consider substituting the requested SoftPLC unit with one made by Allen-Bradley as significant in-depth research and coordination with the electrical journeymen (the installers of the equipment) would be required in order to determine if any of the Allen-Bradley processor units would be interchangeable and compatible with the other components within the GDACS system.
7. ACTION TO INCREASE COMPETITION:
I will a ttempt to use another manufacturer as a source in the future for the purchase of processor units where the need for the device to be interchangeable and compatible with existing interconnecting equipment is not a factor.
8. MARKET RESEARCH:
Market research was performed by using Google search engine to search the internet for manufacturers who produce and/or sell open architecture processor units. As explained in paragraphs 6 and 7, I found one other manufacturer of similar processor units that sell within the United States. Each time an item like this is ordered in the future, additional research will be performed using an internet search, and GSA/Advantage or eBuy to determine if there are new manufacturers/vendors available to provide competition.
9. INTERESTED SOURCES:
To date, I have received a written quote from the manufacturer (SoftPLC). SoftPLC is the only company expected to bid on this request.
It is not practical to consider another brand for this particular occasion mainly because of the necessity for the product to be interchangeable and compatible with our existing equipment as described in paragraph 5 above.
