About this file

This Scope of Work document outlines the construction and alteration requirements for a polygraph office facility at Fort Eisenhower, Georgia (formerly Fort Gordon), under the jurisdiction of the U.S. Army. The project involves modifying an existing building with open flooring into a specialized polygraph examination facility containing 14 soundproofed polygraph suites, a waiting area accommodating 20 individuals, three training and monitoring rooms, and associated administrative spaces. The facility must accommodate 15 personnel, including three Team Chiefs (GG-14), ten Polygraph Examiners (GG-13), and one contract administrator. The project scope includes replacing sidewalks around the building and replacing the existing roof. Each polygraph examination room must measure approximately 12 feet by 12 feet, be fully soundproofed with a Sound Transmission Class rating of 45 or higher, include carpeted flooring with geometric designs avoided, and be equipped with audio and visual monitoring and recording capability. Additional facility components include three individual team chief offices (110 square feet each), a Quality Control Officer office (110 square feet), a lactation room (70 square feet), storage areas (50 square feet), a conference room (380 square feet), separate male and female latrines (252 square feet each), a break room (260 square feet), and a SIPR equipment room (81 square feet), totaling approximately 6,299 square feet of special space with an additional 1,354 square feet of administrative space.

The facility must be secured for processing and discussing classified information up to the SECRET level in accordance with Army Regulation 380-5 and Department of Defense Manual 5200.01-V3. Security features include X09 locks on entry doors with swipe access, motion and sound detection systems wired to the post Military Police station, surveillance cameras at entrance doors with remote locking capability, riveted or mesh-secured windows with double-pane blackout blinds, and deck-to-deck wall construction. The facility requires comprehensive climate control capable of maintaining acceptable temperature ranges for computer equipment while all windows and doors remain closed for security purposes, dedicated electrical circuits with grounded outlets, sound baffling in HVAC vents and returns, and parking for 30 spaces total—15 for employees and 15 for clients. Communication infrastructure must include five dedicated telephone lines, seventeen fiber lines for NIPR connectivity to all workstations, and STE communications to the three team chief offices and observation rooms. Equipment to be installed includes 17 desktop computers with monitors, a VTC system, two CI systems, a printer/scanner/copier combination unit, 17 telephones, and one GSA-approved five-drawer storage safe with X09 lock.
